About this file
This document is an Attachment C Local Preference Program form from the City of Long Beach establishing eligibility criteria and application procedures for local business preference in municipal contracting.
The City of Long Beach applies five extra credit percentage points to bids submitted by local businesses, with an additional five percentage points awarded to local businesses operating from a brick and mortar or non-residential location, for a total potential preference of ten points. A local business is defined as a company or organization that maintains its principal place of business at a fixed location within the City of Long Beach and possesses a current City of Long Beach business license and sellers permit, if applicable. Businesses seeking the preference must request it in Attachment C and provide documentation supporting their eligibility.
To claim local preference, businesses must certify their eligibility by selecting "yes" or "no" on the form and must not leave this section blank. If claiming eligibility, bidders must attach copies of a current, valid City of Long Beach business license showing a place of business within city limits and a current, valid sellers permit (sales tax permit) showing a place of business within city limits if applicable. Bidders must also indicate the address associated with their business license and specify whether the location is a brick and mortar/commercial/non-residential location or a residential location. The form requires the bidder's name, signature, and date of certification.
