About this opportunity

Washington County Department of Land Use and Transportation is requesting bids for interior tenant improvements to Suite 350 of the Public Services Building, approximately 22,037 square feet on the 3rd floor in Hillsboro, Oregon, with bids due September 10, 2026 at 2:00 p.m. and a non-mandatory pre-bid conference on September 1, 2026 at 8:30 a.m.

The scope encompasses selective demolition and construction of partition walls to create five new offices and five new phone rooms; patching, repair, and painting of existing and new surfaces; replacement of carpet tiles and rubber base; modification of acoustical ceilings in affected areas; and modifications to existing mechanical, electrical, low-voltage, and fire detection/suppression systems. Systems furniture reconfigurations with associated power and data connections are included, with the County's logistics vendor performing furniture reconfiguration while the contractor coordinates timing, provides new power and data to workstations, modifies existing connections based on reconfiguration, and handles final connections. All work must comply with 2025 Oregon Structural, Mechanical, and Energy Efficiency Specialty Codes and 2023 Oregon Electrical and Plumbing Specialty Codes. The contractor is fully responsible for design-build services for fire protection system modifications and must prepare design-build documents for approval.

Two bid alternates are included, contingent on budget: Alternate 1 adds new acoustical ceiling tiles in all new offices and phone rooms; Alternate 2 adds an additional layer of gypsum board with MLV sound dampening on walls dividing phone rooms and offices.

The estimated project budget is $275,000. The contract term is one year with an option to renew up to five years. All bidders must be registered with the Oregon Construction Contractors Board prior to submission. A bid bond, certified check, or cashier's check equal to 10 percent of the maximum allowable contract amount is required. Performance and payment bonds equal to the full contract price are due within 15 calendar days of award. Prevailing wage rates apply under ORS 279C.800–279C.870. Five percent retainage applies to progress payments; contractors may elect from four retainage options. Questions are due September 8, 2026 at 5:00 p.m. Contract award is made to the lowest responsive, responsible bidder. The contractor must submit a forecasted project timeline within 10 calendar days of receiving the Notice of Intent to Award. After-hours work (5:00 p.m. to 7:00 a.m.) may be required based on building occupancy, to be determined at the pre-construction meeting.
