3. 4.3. Bid Award and Additive Alternates

Bid evaluation will proceed in the following order:

A. All bids will first be evaluated on the Base Bid amount (lines 1-11 in pricing table).

B. If the Base Bid total for the apparent low bidder is below the budgeted amount of $275,000, ALT 1 will be added to all bids and evaluated across all bidders.

1. If adding ALT 1 results in the low bid being under the budget amount the low bidder will be determined by Base Bid plus ALT 1. Thus the low bidder on the base bid may not be the low bidder after Alt 1 is added.

2. If adding ALT 1 results in the low bid exceeding the budget amount award will be made on the Base Bid.

C. If the Base Bid + ALT 1 remains below the budgeted amount, ALT 2 will be considered in the same manner.

D. If at any step adding an alternate causes the total to exceed available funds, that alternate will not be included in the award.

E. The County will identify the lowest responsive, responsible bidder based on the maximum number of alternates that can be accepted without exceeding the project budget, in the priority order listed above (ALT 1, then ALT 2).

ALT1 specifications: Provide and install new acoustic ceiling tiles (Armstrong/Ultima/Beveled Tegular Edges/White) within all phone rooms and offices constructed as part of the scope of work and Office 354. This does not include tiles affected by construction that are outside of these rooms or the 200SF allowance from Note 8/A-310 and A-320. Those will still match the Suite Standard.

ALT2 specifications: Provide and install an additional layer of gypsum board on the new walls dividing the phone rooms and offices constructed as part of this scope of work. Provide a layer of MLV between the two layers of gypsum board. Do not include the north wall of Phone 381, the south walls of Offices 355, 356 or 357, or the new walls at Office 364.

4. 4.4. Schedule

Work to begin as soon as possible after Notice to Proceed. Selected Contractor will need to provide a forecasted project timeline no later than 10 calendar days after Notice of Intent to Award is issued. Project timeline is due by 5:00pm PST (close of business day) on the 10th calendar day and shall be emailed to tracy_orvis@washingtoncountyor.gov .

Failure to do so will result in the bid being deemed non-responsive.

5. 4.5. Unique Considerations

A. Building will be occupied for duration of project - scope may include temporary construction barriers. Although many Washington County staff can work remotely during construction, some will need to remain onsite.

mailto:tracy_orvis@washingtoncountyor.gov

Public Services Building Suite 350 Tenant Improvement

1. Contractor shall collaborate with Contract administrator and LUT stakeholders to identify the most effective construction sequencing.

2. Phased construction may be used, allowing the Contractor to begin with built-out offices and proceed to furniture reconfiguration, or follow the reverse order, depending on what best supports ongoing operations.

B. Contractor and subcontractors responsible for all trade permits and deferred submittals.

C. Building structure is post-tensioned concrete slab - portions of slab where new walls are to be installed will need to be x-rayed prior to installation of any fasteners.

1. Contractor shall remove and replace existing flooring as needed to perform x-rays and document any pertinent information regarding existing conditions.

6. 4.6. Drawings and Specifications Document List

C. Fee Structure: While the PWR fee remains at 0.1%, public agencies now have the option to pass this fee to third parties or funding awardees in specific scenarios. Please note that the agency retains legal liability for payment. Additionally, the Public Works Fee (PWR) cap rose from $7,500 to $12,500 effective June 5, 2026 (HB 4027 (2026)).

D. Mandatory Contract Clauses: Agencies are required to integrate updated clauses regarding labor protections, overtime thresholds, mandatory written notice to workers, and medical/benefit payment enforcement.

H. Business Changes: Name changes must be reported to the CCB within 30 days. If a business changes its entity type (e.g., from a sole proprietorship to an LLC), a new bond must be purchased; insurance "riders" are not accepted.
