About this opportunity

Provo City School District is requesting statements of qualifications from commercial real estate brokerage firms to provide as-needed advisory and brokerage services, with responses due September 25, 2026 at 2:00 p.m. Mountain Time and questions due by September 22. The RFSQ is a single-award, two-stage competitive procurement resulting in negotiations at fair-and-reasonable compensation with the highest-ranked qualified firm; if negotiations fail, the District may proceed with the next highest-ranked vendor.

Scope encompasses purchasing, selling, and leasing real property; identifying potential properties for acquisition or lease; evaluating market conditions; and assessing the value and marketability of District-owned property. Services are as-needed, with geographic focus on Provo City but extending throughout Utah County to support approximately 13,000 students. Mandatory qualifications include legal authorization to provide real estate brokerage services in Utah, a proposed lead broker with an active Utah license and at least five years of commercial brokerage experience in Utah County, commercial general liability and professional liability insurance with limits of at least $1,000,000 per occurrence, and disclosure of conflicts of interest. Standard terms require commercial general liability of $1,000,000 per occurrence / $3,000,000 aggregate and commercial automobile liability of $1,000,000 per occurrence if vehicles are used.

The District anticipates an initial one-year contract with up to four additional one-year renewal options exercisable at the District's sole discretion, contingent on successful performance, continued need, available funding, and mutual written agreement. Stage One responses are scored on an 800-point basis; firms must score at least 560 points and rank among the top three qualified respondents to advance to Stage Two. The District does not guarantee any minimum number or value of transactions, listings, or compensation. Pricing and fees are not requested in Stage One; cost evaluation occurs in Stage Two negotiations. The District may execute project-specific brokerage agreements, listing agreements, or buyer or tenant representation agreements consistent with the awarded contract and applicable Utah law. All responses must be submitted electronically through the Bonfire portal. Vendors must certify non-involvement in economic boycotts, boycotts of the State of Israel, and use of forced labor or restricted foreign-entity technology.
