About this opportunity
San Bernardino County Purchasing Department is requesting proposals for property management services and/or recuperative care services at the Highland Creek Housing and Wellness Campus under RFP AGENCY26-PURC-6467, with proposals due September 4, 2026, and a mandatory virtual proposal conference on August 11, 2026.
The Highland Creek Housing and Wellness Campus is a 6.82-acre multi-program site at 2626 Pacific Street, San Bernardino, comprising 28 permanent supportive housing (PSH) units funded through Homekey, 8 interim housing units, 30 Community Care Expansion PSH units, 32 substance use disorder treatment beds, and 32 recuperative care beds. Proposers may bid separately for property management services, recuperative care services, or both. Property management responsibilities include day-to-day operations, occupancy and lease administration, maintenance and repair coordination, janitorial and grounds services, security and safety protocols, incident response, community relations, financial management, and compliance with Fair Housing Act, HUD requirements, and funding restrictions. Recuperative care services must provide 24/7 short-term residential care and supportive services for homeless or housing-unstable individuals post-hospitalization, including clinical care, case management, housing navigation, and behavioral health coordination. The County anticipates a financially sustainable operating model without ongoing County subsidy and expects proposers to demonstrate sustainable reimbursement through CalAIM Community Supports and managed care partnerships.
Proposers must have five or more years of relevant experience, submit detailed staffing plans, annual operating budgets, financial statements, insurance documentation, and three professional references. The contract term is a maximum of three years with the option to extend for up to two additional years. Evaluation criteria are qualifications and experience (15 points), financial capacity (15 points), operational approach (25 points), supportive services coordination (15 points), community relations (10 points), cost proposal (10 points), and references (10 points). Contract award is anticipated in October 2026. The mandatory proposal conference is scheduled for Tuesday, August 11, 2026, at 10 a.m. PDT via Microsoft Teams; attendance is required, and failure to attend will result in proposal rejection. Written questions are due Friday, August 14, 2026, at 1 p.m. PDT through the ePro system. California prevailing wage determinations apply to the project.
