About this file

This is Amendment No. 2 to a Request for Proposal issued by the San Bernardino County Purchasing Department for Property Management Services and/or Recuperative Care Services for the Highland Creek Housing and Wellness Campus (RFP No. AGENCY26-PURC-6467). The Highland Creek Housing and Wellness Campus is a 6.82-acre multi-program site located at 2626 Pacific Street, San Bernardino, comprising 28 permanent supportive housing units, 8 interim housing units, 30 Community Care Expansion PSH units, 32 substance use disorder treatment beds, and 32 recuperative care beds. Proposers may submit separate bids for property management services, recuperative care services, or both. Property management responsibilities include day-to-day operations, occupancy and lease administration, maintenance and repair coordination, janitorial and grounds services, security protocols, incident response, community relations, and financial management. Recuperative care services must provide 24/7 short-term residential care for homeless or housing-unstable individuals post-hospitalization, including clinical care, case management, and housing navigation. The mandatory virtual proposal conference is scheduled for August 11, 2026, at 10 a.m. PDT, with written questions due August 14, 2026, at 1 p.m. PDT through the ePro system. Proposals are due September 4, 2026, and must be submitted electronically through the County Electronic Procurement Network (ePro). Contract award is anticipated in October 2026, with a maximum three-year term and options to extend for up to two additional years.

Amendment No. 2 updates Section I.B. to clarify RFP contact procedures, designating Jessica Barajas, Supervising Buyer at the San Bernardino County Purchasing Department, as the sole contact for general inquiries and technical assistance. All proposers must register with the ePro system prior to the submission deadline or face disqualification. Proposers must demonstrate five or more years of relevant experience, submit detailed staffing plans, annual operating budgets, financial statements, insurance documentation, and three professional references. The County anticipates a financially sustainable operating model without ongoing County subsidy, requiring proposers to demonstrate sustainable reimbursement through CalAIM Community Supports and managed care partnerships. Evaluation criteria include qualifications and experience (15 points), financial capacity (15 points), operational approach (25 points), supportive services coordination (15 points), community relations (10 points), cost proposal (10 points), and references (10 points). California prevailing wage determinations apply to the project.
