All respondents must submit completed questionnaires, pricing documentation organized by staff classification, executed and notarized affidavits covering hiring policy compliance, political contribution disclosures, and non-collusion certifications, along with proof of insurance, System of Awards Management (SAM) registration, and income and revenue tax clearance. Contractors must obtain City of Detroit Treasury Clearance approval and City Council approval prior to contract commencement and must maintain comprehensive insurance coverage including workers' compensation, employers' liability of $500,000 per occurrence, commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, and errors and omissions/cyber liability insurance of $1,000,000 per claim/$5,000,000 aggregate. The contract terms include payment within 30 days of invoice receipt and compensation not to exceed the maximum amount specified in the fee schedule.
