About this opportunity

The Board of Regents of the University System of Georgia, on behalf of Kennesaw State University (KSU), is soliciting statements of qualifications through a qualifications-based selection (QBS) process for professional consultant services to develop integrated campuswide master plans for Project No. 999-26-187, the Utilities, Stormwater and Landscape Campuswide Study. The procurement covers three distinct but coordinated planning studies across KSU's Kennesaw and Marietta campuses in Cobb County, Georgia: a Utilities Campuswide Plan assessing electric, thermal, telecommunications, water, and sanitary sewer infrastructure; a Stormwater Campuswide Plan evaluating drainage networks, conveyance systems, and detention facilities; and a Landscape Campuswide Plan addressing exterior circulation, pedestrian realms, and site development. The selected consultant must align deliverables with KSU's 2024 Strategic Plan, 2020 Presidential Master Plan Update, and Sustainability Master Plan, with primary draft deliverables due within nine months of kickoff and final plans due by June 2027. The qualifications submission deadline is March 9, 2026 at 10:00 AM, with finalists to be notified on March 12, 2026, a mandatory pre-proposal virtual meeting scheduled for March 16, 2026, and fee proposals from finalists due March 31, 2026 with interviews on April 1, 2026. The applying firm must be an individual firm performing a minimum of 50 percent of master planning and design services in-house, though an associated firm may provide up to 50 percent of services on an equal basis, and statements of qualifications are limited to 50 pages in PDF format. Selection will follow a QBS evaluation process with firm stability weighted at 25 percent, relevant project experience and qualifications at 45 percent, and suitability to the project at 30 percent, while finalist interviews will be evaluated on design team qualifications and experience (50 percent), design plan and methodology (25 percent), and team communications and project solutions (25 percent).

The RFQ does not identify specific set-aside designations for disadvantaged enterprises; however, respondents must disclose Minority-Owned Business Enterprise (MBE) and Woman-Owned Business Enterprise (WBE) status on the Project Team Composition Form as part of their qualifications submission. All respondents are required to submit notarized certifications confirming compliance with professional conduct standards, federal work authorization requirements under O.C.G.A. 13-10-91(b)(1), E-Verify registration, and professional liability insurance coverage, with specific coverage amounts and deductibles to be documented. Respondents must also complete a Proposers' Disclosure Statement describing any business transactions with the Board of Regents or KSU within the prior two years, any gifts or benefits provided within the prior one-year period, and any actual or potential conflicts of interest. The existing Stormwater Management Plan (SWMP) update prepared by Terracon Consultants, Inc., the Campuswide Transportation Study completed in October 2025, and current campus maps documenting the Kennesaw and Marietta campus boundaries will inform the scope of work and required integration. The anticipated professional consultant fee for basic services is estimated between $425,000 and $450,000, with finalists required to submit detailed fee proposals including specialty consultant costs and reimbursable expenses such as printing and travel, and the Owner reserves the right to reject any or all proposals and will negotiate contract terms with the highest-ranked firm.
