1. GENERAL PROJECT INFORMATION
Project Background Since the consolidation of Kennesaw State University with Southern Polytechnic State University in 2015, leadership has focused on clarifying strategic goals, aligning programs with existing infrastructure and developing strategic additions to the built campus infrastructure to accommodate the growth plans in the near term. Both campuses have started major new development and renovation projects, with many more to come, to accommodate the growing student population with new and renovated academic buildings to support the vision for the University teaching and research goals. Campus growth also includes increasing on-campus student housing options and additional student/staff support components like dining, activities and health and wellness facilities.
In support of the Strategic Plan goal to strengthen and optimize operational and physical infrastructure, the campuses are in need of an assessment of existing utility systems and their operating conditions. The creation of a framework for incremental utility implementation and improvement is needed to be able to strategically and efficiently update and sustain the infrastructure to support the planned building projects and expansion on the campuses. Integral to meeting the Strategic Plan goals for enhancing the physical environments of the University and achieving national prominence, each campus also needs assessment and planning for the development of the exterior campus environments. The development of the campus landscapes should aim to enhance the cohesiveness of the campus environment through effective placemaking
Kennesaw State University, Project No. 999-26-187, Utilities, Stormwater and Landscape Campuswide Plan, PC RFQ 3 and wayfinding that enhance the overall University campus experience for students, staff and visitors.
Kennesaw State University (KSU) seeks to engage a qualified consultant firm, selected through a Qualifications-Based Selection (QBS) process, to develop integrated campuswide plans for each of the Kennesaw and Marietta campuses. The Campuswide Study shall include the following components:
• A Utilities Campuswide Plan: a comprehensive assessment and evaluation of campus utility systems including electric, thermal, telecommunications, water, and sanitary sewer infrastructure. The plan shall identify opportunities to enhance system performance, serviceability, operational resiliency and capacity and integrating Sustainability Master Plan goals.
• A Stormwater Campuswide Plan: a comprehensive assessment and evaluation of existing stormwater infrastructure and management practices. The plan shall identify opportunities to enhance the system performance and capacity; address evolving regulatory requirements and integrate Sustainability Master Plan goals; and
• A Landscape Campuswide Plan: a comprehensive assessment and evaluation of exterior campus circulation and spaces. The Plan shall address enhancement of the pedestrian realm of the campuses and integrate Sustainability Master Plan goals.
These plans will be developed in parallel by the same consultant team, with clearly defined scopes and stakeholder groups, but in an integrated and collaborative process to ensure alignment in vision, spatial planning and land use, infrastructure, and strategies for implementation across the Kennesaw and Marietta campuses.
Project Description The campuswide plans will be developed in a collaborative but distinct framework, with the following expectations:
• Dedicated planning and engagement tracks for Utilities, Stormwater and Landscape scope stakeholders;
• Regular joint workshops to share findings, explore shared-use strategies, and align plans on land use and infrastructure investments;
• Integrated recommendations for campus-wide development strategies;
• A shared implementation roadmap that accounts for priority, funding pathways, and project phasing across disciplines.
The plans shall align with the 2024 KSU Strategic Plan (https://www.kennesaw.edu/president/strategic-plan/index.php), 2016 Master Plan (https://campus.kennesaw.edu/offices-services/planning-construction/docs/master-plans/2016-master-plan.pdf), 2020 Presidential Master Plan Update (https://campus.kennesaw.edu/offices-services/planning-construction/docs/master-plans/2020-master-plan.pdf ) and the Sustainability Master Plan (https://online.fliphtml5.com/sfyur/mydq/#p=1 ).
The purpose of the Utilities Campuswide Plan (UCP) is to establish a comprehensive, system-specific framework and long-term strategy for the phased upgrade, expansion, and optimization of campus utility infrastructure. The UCP is intended to support current and future programmatic needs while enhancing operational resilience, sustainability, and energy efficiency across both the Kennesaw and Marietta campuses.
The plan will provide a clear understanding of existing utility system conditions, capacities, and constraints, and will identify strategic improvements required to support campus growth, evolving academic and research functions, and changing regulatory and environmental conditions. The UCP will guide coordinated investment in utility infrastructure to ensure reliable, flexible, and efficient systems that support campus operations and long-term institutional goals.
Kennesaw State University, Project No. 999-26-187, Utilities, Stormwater and Landscape Campuswide Plan, PC RFQ 4
The UCP should identify strategies for further developing and modernizing utility systems, including electrical, thermal, water, wastewater, telecommunications, and other supporting infrastructure— to meet programmatic requirements and anticipate future demands. Emphasis should be placed on identifying alternate system configurations, redundancies, and scalable solutions that improve operational resilience, reduce risk of service disruption, and enhance system adaptability. The UCP will reference applicable PDC design standards and provide updated utility standard recommendations. The plan should include alternate strategies for implementing system upgrades and rough order of magnitude (ROM) costs for consideration.
The plan should prioritize sustainable infrastructure strategies that reduce energy and water consumption, lower greenhouse gas emissions, and minimize lifecycle costs, while supporting energy efficiency initiatives and campus sustainability commitments. Opportunities for integrating renewable energy, distributed generation, energy recovery, peak shaving and smart utility technologies should be evaluated and incorporated where feasible.
The purpose of the Stormwater Campuswide Plan (SWCP) is to establish a comprehensive framework and long-term strategy for the planning, management, and improvement of stormwater infrastructure across the Kennesaw and Marietta campuses. The SWCP is intended to support current and future programmatic needs while improving flood resilience, environmental sustainability, regulatory compliance, and water quality performance.
The plan will provide a clear understanding of existing stormwater system conditions, capacities, and constraints, including drainage networks, conveyance systems, detention and retention facilities, and natural hydrologic features. The SWCP will identify strategic improvements required to support campus growth, evolving land use patterns, and changing regulatory and climatic conditions. The plan will guide coordinated investment in stormwater infrastructure to reduce flood risk, protect downstream resources, and enhance the long-term functionality and resilience of the campuses.
The SWCP should identify strategies for the continued development, rehabilitation, and modernization of stormwater systems to meet current requirements and anticipated future demands. Emphasis should be placed on integrated, watershed-based planning approaches that consider both built and natural systems, including surface drainage, underground infrastructure, and preserved natural areas. The plan should include alternate strategies for implementing system upgrades and rough order of magnitude (ROM) costs for consideration. The UCP will reference the KSU Stormwater Management Plan and applicable PDC design standards while also providing recommendations for updates.
The plan should prioritize strategies that improve system performance and resilience under both typical and extreme weather conditions, including increased rainfall intensity and frequency. The SWCP should identify alternate conveyance routes, storage opportunities, and decentralized stormwater solutions that reduce the risk of localized flooding, infrastructure failure, and downstream impacts.
Sustainability and environmental stewardship should be central to the SWCP. The plan should prioritize low impact development (LID) and green infrastructure. Strategies should align with institutional sustainability goals while minimizing lifecycle costs and long-term maintenance burdens.
The purpose of the Landscape Campuswide Plan (LCP) is to create an overall framework and long-term strategy for developing each campus into holistically planned exterior environments that addresses programmatic, environmental and social needs of the campus populations in both Kennesaw and Marietta. The plans should identify strategies for developing unique, but coordinated, campus identities that create a distinct sense of place for each campus. The plans will
Kennesaw State University, Project No. 999-26-187, Utilities, Stormwater and Landscape Campuswide Plan, PC RFQ 5 be used to understand current and future needs of the campus landscape spaces and to identify opportunities to enhance the outdoor environments for use by students, staff and visitors to the campuses. The plan should have a strong emphasis on ecological principals to enhance long term health of the environment and its users, to reduce maintenance needs and costs, and should build off findings from the Sustainability Master Plan.
A Landscape Campuswide Plan for site and landscape development shall be developed for both the Kennesaw Campus and the Marietta Campus, including potential/proposed areas of campus expansion. Campuswide plans should focus on:
• Developing a hierarchy of circulation that prioritizes pedestrian circulation in the center of each campus. The circulation systems should emphasize natural wayfinding without an overabundance of signage, create logical and safe connections between campus access points (like parking decks, visitor parking, bus stops, etc.) to classrooms, event spaces and other service areas, create safe shared-use corridors for pedestrian and vehicles or separation of pedestrians and vehicles, integrate bike routes and bus/shuttle routes with pedestrian access, etc.;
• Identifying opportunities for creation of relevant exterior spaces for campus-wide uses, zoned- or district-specific uses, residential uses, sports/game day events, casual use and study, etc.;
• Identifying ways to reduce vehicle use through the main/central campus areas while providing safe service vehicle and bus/shuttle access in these areas, only as necessary;
• Integrating bicycle access through the campuses as well as access to/from the campuses;
• Prioritizing landscape and site development areas/locations that leverage building development opportunities, synergies with utility projects, identification of standalone projects, etc. The plan should include rough order of magnitude (ROM) costs for consideration;
• Identifying locations for conservation of natural areas as important landscape resources;
and
• Other uses that may be identified during the study.
The LCPs should inventory campus landscape and hardscape materials and provide recommendations for campus standards in order to visually unify campus exterior spaces and streamline maintenance and operations. These elements shall include, but are not limited to, paving, site furniture, lighting, seating, railings and handrails, site walls, irrigation systems and controls, etc. The LCPs should also include development of baseline landscape performance specifications, including paving, soils, planting details, irrigation, etc. to ensure consistency and quality of installations.
Integral to the development of the LCPs is assessment of strategies to integrate stormwater features and low impact development measures into the Landscape Campuswide Studies in order to better meet Stormwater Code requirements, including creation of KSU Best Management Practices for both construction and maintenance/operations.
The LCPs should include strategies to enhance tree canopy to aid in reducing heat island effect and align with Tree Campus USA standards.
