About this opportunity

The City of Leesburg, Florida is seeking professional real estate brokerage services through Request for Proposal (RFP) No. 2501602, with the intent to select up to three licensed Real Estate Brokerage Firms to provide full real estate services on an as-needed basis. The primary objective is to facilitate the sale of surplus city-owned properties, with selected brokers responsible for comprehensive real estate activities including market studies, property marketing, site tours, offer analysis, and negotiation representation. Proposers must possess a minimum of three years of significant real estate brokerage experience, hold an active Florida Real Estate Broker license, and be registered on Sunbiz. The evaluation process will assess multiple factors such as company qualifications, real estate and marketing experience, technical capabilities, work approach, required documentation, and pricing, with a total possible score of 100 points. The proposal is due on June 12, 2025, at 11:00 A.M., with an initial one-year contract period and potential for four additional one-year renewals, creating a possible total five-year contract duration. Compensation will be structured through commission rates for listing and selling properties, which proposers must specify in their bids.

The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The contract allows for the City Commission to make the final decision on ranking and contract award, with the possibility of conducting oral presentations or interviews with top-ranked firms to facilitate final selection. While no incumbent vendors are specified in the provided documentation, the sample Professional Services Agreement suggests the City has experience with similar contractual arrangements. The agreement includes comprehensive provisions for insurance requirements, with professionals required to maintain various insurance policies and name the City of Leesburg as an additional insured. Although a specific budget range is not detailed, the commission-based compensation model indicates that the total contract value will depend on the successful sale of surplus properties. The contract also stipulates that all documents and materials prepared under the agreement become the sole property of the City, and the professional's liability is limited to $1,000,000 per occurrence.
