About this opportunity

The City of Long Beach is soliciting proposals for professional executive recruitment services under RFP HR-23-358, with a proposal due date of April 24, 2024 (now closed). The City has issued a Notice of Intent to Award to seven vendors: Alliance Resource Consulting, Baker Tilly US, Cooperative Personnel Services, Peckham & McKenney, Raftelis Financial Consultants Inc, Tri Star Gov Solutions LLC, and WBCP Inc.

No set-asides, MBE/WBE/DBE goals, or local-vendor preferences apply. Proposers must have a minimum of five years of active executive recruitment experience and appropriate licensing, insurance, and bonding. The scope includes end-to-end recruitment support — candidate sourcing, screening, evaluation, and offer negotiation — for management-level and director positions across all 23 City departments identified in the Management Association MOU. Services are provided on an as-needed basis with no predetermined number of positions. Recruitments typically complete within 90 days. Placements must be direct hires with no markup fees; vendors may pass through background check costs only. The City conducts drug screening during onboarding.

The contract carries a not-to-exceed budget of $500,000 per vendor per year. Previous ad hoc spending for these services ranged from $125,000 to $250,000 annually. The initial contract term is 12 months with four one-year renewal options available at the City's discretion, not to exceed five years total. The tentative contract start date is September 2024. Payment is issued within 30 calendar days of invoice submission. No incumbent citywide contract existed; this is the City's first consolidated recruitment services contract.

Performance standards include two-business-day response time to requests and bi-weekly status reporting. The City prefers single contractor awards but reserves the right to award multiple contractors and will not necessarily accept the lowest-priced proposal. The Equal Benefits Ordinance applies to contracts valued at $100,000 or more. Work shall not commence without a signed purchase order.
