RFP Summary
This is a Request for Proposals (RFP-HR-23-358) issued by the City of Long Beach for professional executive recruitment services. The City seeks qualified vendors to provide comprehensive end-to-end recruitment support including candidate sourcing, screening, evaluation, offer negotiation, and marketing/outreach strategies for executive-level and management positions. Questions regarding the RFP are due March 27, 2024, with proposals due April 24, 2024, at 11:00 AM PST via LongBeachBuys.com. The evaluation committee will review proposals in May 2024, followed by interviews/demonstrations with selected vendors in May 2024, and contractor selection is anticipated for June 2024. The contract will be awarded for an initial 12-month term with four one-year renewal options available at the City's discretion, not to exceed five years total.
Proposers must have a minimum of five years of active experience in executive recruitment services, maintain appropriate licensing, insurance, and bonding, and demonstrate capacity to manage multiple simultaneous recruitments from various City departments. The City does not mandate a specific pricing structure but requires detailed cost breakdowns by recruitment phase and itemization of expenses for failed placements. Pricing offered is an irrevocable offer for the contract term and any extensions. Performance metrics include two-business-day response time to requests, bi-weekly status reporting, high-quality work standards, and service guarantees. Payment is issued within 30 calendar days of invoice submission based on services rendered. The City prefers single contractor awards but reserves the right to award multiple contractors and will not necessarily accept the lowest-priced proposal.
