RFP HR-23-358: Professional Executive Recruitment Services
This is an Addendum No. 1 Questions & Answers document issued by the City of Long Beach Department of Financial Management on April 10, 2024, for RFP No. HR-23-358 regarding Professional Executive Recruitment Services. The City seeks executive recruitment firms to identify and place candidates for management-level positions across all 23 City departments. Positions include directors and managers as identified in the Management Association MOU and exclude supervisory or lower-level roles. Services will be available on an as-needed basis with no predetermined number of positions or specific job titles identified at this time. The tentative contract start date is September 2024. The interview process varies by department but typically includes virtual first rounds followed by in-person second rounds. Proposers must submit the acknowledgment page of this addendum with their proposals or risk disqualification. Electronic proposals are required through LongBeachBuys.com with no specific formatting requirements, page limits, or maximum file submission restrictions. The editable narrative proposal template must be completed and submitted as specified.
The contract has a not-to-exceed budget of $500,000 per vendor per year with cost proposals required for the initial 24-month period. Previous ad hoc spending for these services ranged from $125,000 to $250,000, though no centralized tracking mechanism exists. The average executive salary is approximately $150,000. There is no incumbent Citywide contract as this represents the City's first consolidated recruitment services contract. Out-of-state agencies are eligible to bid, and firms without public sector experience or Long Beach employees may apply, though public sector recruitment experience is preferred. No mandatory subcontracting requirements or SBE/MBE/WBE goals apply. Placements must be direct hires with no markup fees permitted on placements. Vendors may pass through background check costs but the City conducts drug screening during onboarding. Recruitments are typically completed within 90 days. Price adjustments may be considered annually, and the contract can be utilized by other government entities. Financial statements are required as part of proposals and will be kept confidential.
