About this opportunity
Broward County is conducting a two-step procurement for a Rotating Qualified Vendor List (QVL) of Professional Engineering Testing Services through a Request for Qualifications (RFQ) followed by an Invitation to Bid (ITB). The procurement seeks vendors to provide comprehensive engineering testing services across multiple categories including asphalt concrete, concrete testing, piling, geotechnical services, steel, roofing, mechanical, and air quality testing for various county renovation, construction, and demolition projects. Vendors must possess a Florida Professional Engineer license and submit detailed qualifications addressing five key evaluation criteria: Ability of Professional Personnel, Project Approach, Past Performance, Workload of Firm, and Willingness to Meet Time and Budget Requirements. The solicitation requires submission of a U.S. General Service Administration Standard Form (SF) 330, an Excel Testing & Services Worksheet, and three non-Broward County references. Questions must be submitted through BPRO by the specified questions due date, with electronic submissions required by October 1, 2025, and only responsive and responsible qualified firms will be invited to the second procurement stage.
The procurement includes a Broward County Business Enterprise (CBE) goal participation of 30%, with specific provisions for local business preferences and subcontractor/subconsultant requirements. Vendors must complete various certification forms including Domestic Partnership Act Certification, Lobbyist Registration, Ownership Disclosure, and Litigation History. The solicitation emphasizes vendor diversity and local economic development, with potential advantages for locally-based businesses and those meeting specific certification requirements. Insurance requirements are comprehensive, including General Liability, Auto Liability, Workers' Compensation, and Professional Liability with specific minimum coverage amounts. The total contract budget is estimated at $480,000 over five years, with individual testing assignments to be distributed across the contract period. Vendors will be evaluated not only on their technical capabilities but also on their commitment to local business participation, compliance with county requirements, and proven performance in professional engineering testing services.
