About this file

The document is a Scope of Services for a Rotating List of Professional Engineering Testing Services issued by the Broward County Purchasing Division. The county seeks qualified vendors to participate in a Rotating List providing professional engineering testing services for various county agencies. Project types include renovations (some in occupied facilities), new vertical construction, and demolition of existing facilities. The testing services may require analysis of test results and reports of findings, with a comprehensive list of potential testing needs spanning multiple categories such as asphalt concrete, concrete testing, piling, geotechnical services, steel, roofing, mechanical, and air quality testing.

The solicitation establishes a unique vendor selection process using a List Randomizer to determine initial vendor rotation, with subsequent job assignments designed to equalize work distribution. Price will not be a factor in evaluating or ranking interested firms, and the county intends to negotiate pricing through a Step-two Invitation to Bid (ITB) process. The document includes detailed pricing structures for hundreds of specific testing services, categorized by type and measured per test, per hour, per sample, or per square foot. The county reserves the right to add tests in the future and will send requests for quotes to all awarded vendors when such additions occur. Performance evaluations will be conducted after each testing service, and poor performance may result in a vendor's removal from or reprioritization on the Qualified Vendor List (QVL).

Scope of Services

Rotating List for Professional Engineering Testing Services

INTRODUCTION: Broward County Purchasing Division seeks qualified vendors to participate in a Rotating List, providing Professional Engineering Testing Services for various County agencies. Types of projects include, but not limited to: Renovations (some may be occupied), new Vertical Construction and Demolition of existing facilities. Testing services may require analysis of test results and reports of findings. See TESTING AND SERVICES section below for a list of services that may be needed, but are not guaranteed to be used or needed in the future.

A. ESTABLISHMENT AND USE OF LIST

A.1 Rotating List: The order of vendors in the initial rotation shall be established by using a List

Randomizer. When a testing service is needed, the first qualified vendor on the list shall be offered the job. If that vendor does not accept the job, or does not timely respond, or if the County, in its sole discretion, determines the vendor cannot perform the work, the next vendor shall be offered the job. This process shall be repeated until the job is accepted.

A.1.1 Subsequent testing service jobs will be offered to the next vendor on the initial rotation list after the vendor(s) previously awarded or offered a job.

A.1.2 Once the initial rotating list is exhausted, the list is then re-ordered based on the volume of work awarded. Testing service jobs will be offered to the vendor with the lowest County dollar value awarded for this QVL. This process is to equalize the dollar amounts awarded.

A.1.3 Poor performance by a vendor under this QVL may negatively affect future testing service job opportunities for this QVL. At the conclusion of each testing service, the County will complete a Vendor Performance Evaluation. Poor performance as documented in these evaluations may result in the vendor’s removal from the Qualified Vendor List (QVL) or a change in their position within the rotation. County reserves the right to include evaluations of vendors previous work to either remove or reprioritize the firm’s position in the rotation list.

A.2 Individual Testing Service Job Award Procedures:

A.2.1 County Using Agency reviews the list of available testing services.

A.2.2 County Using Agency contacts the Purchasing Division with testing service job information including the specific types of services required.

A.2.3 Purchasing Agent reviews request and offers the Using Agency the next eligible vendor on the list to contact for a proposal (based on rotation schedule, performance evaluations and pre-determined pricing).

A.2.4 Using Agency contacts the vendor for a proposal (vendor reviews request and establishes/agrees to tests, quantities, and delivery time).

NOTE: If the Contract Administrator, in their sole discretion, determines the vendor cannot perform the work or a minimum of three documented attempts to contact the vendor fail, the Using Agency will contact the Purchasing Agent for the next eligible vendor on the Rotating List to offer the job.

A.2.5 Using Agency submits the vendor’s proposal and funded requisition to the

Purchasing Division.

A.2.6 Using Agency and Purchasing Agent review the proposal for correct prices (same as established mean prices), ensure tests being used are included in the agreement, confirms current insurance for firm, and then issues a purchase order.

B. PRICING: Price will not be a factor in evaluating or ranking the interested firms. The County intends to negotiate pricing with the vendors qualified in Step-one. This process will commence in Step-two with an Invitation to Bid (ITB).

B.1 The County reserves the right to add tests in the future. When the County adds tests to the contract, a request for quotes will be sent to all awarded vendors and pricing negotiated.
