About this file
The document is an Agreement Exceptions form for a Professional Engineering Testing Services solicitation by a Florida county, utilizing a two-step procurement process. The first step is a Request for Qualifications (RFQ), with only responsive and responsible qualified firms being invited to submit to the second step, an Invitation to Bid (ITB). The procurement is governed by the Consultants' Competitive Negotiation Act (CCNA) and involves professional engineering testing services for a rotating Qualified Vendor List (QVL).
The solicitation requires electronic submission through BPRO, with vendors responsible for ensuring timely and correct submission. There are specific requirements related to the Office of Economic and Small Business Development (OESBD), including County Business Enterprise (CBE) Goal Participation. Vendors are allowed to submit questions through BPRO by a specified date, with the county providing responses in the platform's Messages section. Technical support is available through support@gobonfire.com for vendors experiencing submission difficulties, emphasizing the importance of early and careful preparation of the solicitation response.
