About this opportunity

The State of Missouri, Office of Administration, Division of Facilities Management, Design and Construction (FMDC), is requesting quotations for printable proximity cards with bids due October 22, 2026 at 2:00 p.m. Central Time. Buy American Act preferences of 10 percent apply to domestically manufactured products, and Organizations for the Blind/Sheltered Workshop participation bonuses of five to fifteen points are available based on commitment levels.

The scope covers 1386-ISOProx II proximity cards (site code 204, RPQ2427 37-bit format) and DESFire EV3 proximity cards for identification and facility access control across Missouri state-owned facilities. Bidders must submit five samples of 1386-ISOProx II cards and ten samples of DESFire EV3 cards (five pre-coded and five code-when-print configurations) with their response. The contract will be structured as a Blanket Purchase Agreement.

The state has historically expended an average of $22,500 annually for fiscal years 2023 through 2026 on printable proximity cards and related services. All pricing must be firm and fixed with no additional costs permitted beyond those quoted. The incumbent contractor operates under contract number FMDC23-0001. The contract period runs from December 1, 2026 through November 30, 2027, with the state holding the option to renew for two additional one-year periods at its sole discretion.

Evaluation will be based on objective cost analysis using total annual cost for the original contract period and each potential renewal period, with a maximum of 200 cost evaluation points assigned to the lowest responsive vendor. Vendors must achieve "Approved" and "Spend Authorized" registration status in MissouriBUYS (WebProcure/Proactis) to be eligible for award. Bids may be submitted electronically through MissouriBUYS, by mail, or by email. Contact Taylor Kiser, procurement analyst and buyer, at Taylor.Kiser@oa.mo.gov with inquiries.
