About this opportunity

The Town of Palm Beach is seeking prequalification of roofing contractors to perform repair, replacement, and preventative maintenance services for various municipal facilities. This Request for Qualifications (RFQ No. 2025-029) aims to establish a pool of qualified roofing contractors capable of servicing over 40 municipal buildings with diverse roof types including barrel tile, flat/roll roofs, corrugated steel, wood shake, asphalt shingle, metal, and concrete tile systems. Evaluation criteria will be weighted across five key areas: Experience of Firm (30 points), Ability of Personnel (30 points), Examples of Completed Projects in Last 3 Years (30 points), Workload and Scheduling (5 points), and Financial Information (5 points). Respondents must hold a roofing license issued by Palm Beach County or the State of Florida, provide comprehensive documentation of company credentials, key personnel qualifications, and past project experience. A non-mandatory pre-proposal conference will be held virtually via Microsoft Teams, and the proposal submission deadline is August 29, 2025, at 2:00 PM. The contract term will be one year with four optional one-year renewal periods, potentially extending to a maximum of five years based on satisfactory performance and mutual agreement.

The solicitation does not specify specific set-aside designations for disadvantaged enterprises, but does require strict compliance with several state regulations, including E-Verify employment verification, drug-free workplace policies, and scrutinized company certifications. Contractors must demonstrate financial stability through working capital evidence, financial statements, insurance, and bonding capabilities. The Town reserves the right to request Dun & Bradstreet reports on finalists and will conduct thorough reference checks. While no specific contract value is explicitly stated, the comprehensive requirements suggest a potentially significant municipal roofing services opportunity covering approximately 170,000 square feet of municipal facilities. Contractors must also comply with complex legal requirements, including provisions related to foreign entity ownership, human trafficking prevention, and public records management. The Town will evaluate proposals holistically, with the ability to reject any or all submissions and select firms offering the highest qualifications.
