About this file

This document outlines the selection process and criteria for a Request for Qualifications (RFQ) issued by a Town for construction projects. The Town will use a Selection Committee to review submittals and rank qualified applicant firms based on initial selection criteria, with the possibility of requesting presentations from selected firms. After selecting qualified firms through this RFQ process, the Town will subsequently solicit bids from all pre-qualified firms for specific construction projects. The Town reserves extensive discretionary rights including the ability to accept or reject any submittals, modify RFQ terms, extend deadlines, and request clarifications.

The evaluation criteria focus on five key areas: Personnel/Resources (technical qualifications of team members, subcontractors, and equipment availability), Experience (performance on comparable projects completed within the past three years with emphasis on on-time and on-budget delivery), Financial Status (working capital, financial stability, and three years of audited financial statements with CPA letter), Legal (claims history including arbitrations and lawsuits, plus insurance compliance), and References (client, trade, and bank references). Firms selected as finalists may be subject to oral presentations where evaluation criteria may be modified, and the Town will order Dun & Bradstreet reports on finalists with costs reimbursed by the applicant firm. The selection process emphasizes demonstrated knowledge of state, county, and local requirements including governing codes and ordinances.
