About this opportunity
The City of Pasadena is seeking professional services to prepare a Nexus Study for updating the existing Traffic Reduction/Transportation Improvement Fee (TR/TIF), supporting mobility initiatives from the 2015 General Plan. The primary objective is to review and develop a comprehensive methodology for determining transportation impact fees for long-range infrastructure improvements. Key deliverables include utilizing the City's TransCAD 7.0 Travel Demand Model to assess future development's fair share of facility costs, researching future transportation needs through current studies and reports, and producing a detailed report documenting transportation facility needs and associated costs. The RFP was released on November 30, 2022, with proposals due by 12:00 pm on January 19, 2023. Proposal evaluation will be based on a comprehensive scoring system: approach (15%), experience (40%), ability to perform (20%), cost (15%), with additional preferences for local Pasadena businesses (5%) and small/micro-businesses (5%). Proposers must submit both technical and price proposals, with the technical proposal limited to 50 total pages, and may be invited for oral clarification.
The procurement appears open to various professional consulting firms with expertise in transportation planning and fee assessment, with no explicit set-aside designations mentioned. Proposers must comply with the Pasadena Living Wage Ordinance and local hiring preferences. The contract includes five primary tasks: project management, methodology review, future development analysis, draft and final reporting, and public meetings with city commissions and the City Council. While no incumbent vendors are specifically identified, successful proposers must provide various certifications and forms, including a Unique Entity ID from SAM.gov. The project has an estimated budget range of $45,000 - $65,000, with an initial contract term of one year. Potential respondents should have demonstrated experience in transportation infrastructure planning, fee development methodologies, and the ability to conduct comprehensive municipal transportation studies that support long-range infrastructure planning.

The update to DOT's TR/TIF to be developed from this RFP will review existing City methodology and the methodology of other agencies in the development of transportation impact fees for long-range infrastructure improvements in the City; utilize projections in the City's TransCAD 7.0 Travel Demand Model to determine a future development's fair share of future facilities costs; research future developments and future transportation needs from current transportation studies and reports; develop a comprehensive report that documents the City's future transportation facility needs and cost; and determine the level of fees that may be imposed on future developments to pay their fair share cost of future transportation infrastructure improvements.
The City has estimated a budget of $45,000 - $65,000 for this effort.
