About this opportunity

The Orlando Utilities Commission (OUC) is soliciting qualified contractors to participate in its Preferred Contractor Network (PCN) Program, serving residential and commercial customers across Orange County and Orlando City, Florida. The procurement seeks contractors for 17 specific technical disciplines, including Advanced Water Leak Detection, Electrical, HVAC/Duct Repair, Solar Photovoltaic Systems, Plumbing, Backflow Assembly Installation/Testing/Repair, and others. Interested contractors must first register on Vendorlink and submit comprehensive application documentation, which will be evaluated based on professional experience, licensing, safety programs, insurance coverage, and compliance with OUC standards. To be considered, contractors must provide detailed documentation demonstrating their qualifications in one or more disciplines, with acceptance into the program not guaranteed. The application process requires a $250 registration fee per discipline, and contractors must maintain appropriate business licenses, carry specific insurance coverage, and submit criminal background check procedures and professional references. While there is no guaranteed work distribution, contractors may be occasionally requested to perform services for OUC customers and must comply with customer incentive programs.

The PCN Program does not appear to have specific set-aside designations for disadvantaged enterprises, but it does maintain strict qualification requirements for all potential contractors. Existing contractors in the 2020 acceptance round included Aaron's Backflow, Constructive Resources Inc. (Superior Solar Systems), Franks Air Conditioning, Mechanical Services, Utility Partners of America, Bernhard MCC, LLC, and CRD Electrical Services. The program operates on an annual review process, with contracts renewable based on acceptable performance and documentation. OUC reserves the right to terminate agreements at any time, particularly if contractors receive persistent negative customer feedback. While no specific budget range is explicitly stated, the $250 per discipline registration fee suggests a structured financial commitment for participants. The program emphasizes customer satisfaction and professional standards, with contractors required to maintain high levels of service quality and technical expertise across their selected disciplines.
