About this opportunity
The Purchasing Division of Broward County, Florida is issuing a Request for Proposals for a Risk Management and Claims Administration System (Reference BLD2131488P1), with proposals due November 13, 2026 at 2:00 PM EST and an optional pre-proposal conference scheduled for October 23, 2026. This is a pre-solicitation notice; the final RFP is subject to change.
The scope calls for a turnkey Risk Management Information System (RMIS) to track claim costs, deadlines, documents, dispositions, and related data with integration capability to the County's Third-Party Administrators' information systems. Vendors must comply with Broward County's Service Level Agreement, Enterprise Technology Services Security Requirements, criminal history screening practices certification, vendor questionnaire and standard certifications, facility-access security requirements, and supporting documentation including litigation history, subcontractor and subconsultant disclosures, and insurance requirements.
The contract structure is open-end with a five-year initial term and five one-year renewal options. No pricing information, pass-through allowances, or estimated contract value are specified in the pre-solicitation notice. The solicitation carries no bonding requirements and no established goal participation set-asides; however, OESBD procurement preferences for small business enterprises and county business enterprises apply where qualified vendors respond.
Vendors must register in BPRO (Broward County's electronic bidding system) to receive notifications and submit proposals electronically. Questions are due October 27, 2026 at 5:00 PM EDT. All submission materials must include a bid table, vendor proposal with evaluation criteria responses, and a functionality checklist. The solicitation is classified under NIGP codes for integrated hardware-software IT solutions, database software, risk management software development, and insurance and risk management services.
