About this opportunity

The Long Beach Utilities Department is requesting bids on butterfly valves and electric motor actuators for the Groundwater Treatment Plant Filter Gallery Valve Rehabilitation Project Phase 1 under Specifications WD-05-23, with bids due May 15, 2023 at 4:00 p.m. through the Long Beach Buys electronic system. Four addenda have amended the original Notice Inviting Bids; the most recent (Addendum No. 4) moved the bid deadline from May 10 to May 15, 2023.

The scope comprises 22 valve and actuator assemblies: seven 14-inch lug-style butterfly valves with open-close actuators; five 24-inch flanged double-offset butterfly valves with open-close actuators and torque tube extension bonnets; five 24-inch flanged double-offset butterfly valves with modulating actuators; five 36-inch flanged double-offset butterfly valves with open-close actuators and torque tube extension bonnets; five 36-inch flanged double-offset butterfly valves with open-close actuators; and five electric motor actuators for existing 12-inch valves. All products must comply with AWWA standards, NSF/ANSI 61 certification for potable water use (except 14-inch air scour valves per Addendum No. 3), contain no more than 0.25% lead by weight, and receive full fusion-bonded epoxy coating. Factory testing including performance, leakage, and hydrostatic tests must be completed prior to shipment with certified results submitted. Local testing at a Long Beach-approved facility must include visual inspection, leak/seat testing, valve operation cycles, and hydrostatic testing to rated pressure, conducted in installation position.

All materials must be delivered by February 16, 2024 to an approved indoor storage site within 50 miles of zip code 90806. The three project shutdowns occur between March and November 2024. The contract term is two years with pricing firm throughout; no price increases are permitted. Bidders must have been in business for at least five years and be authorized suppliers. Unit prices must cover all delivery fees. Milestone payments include 5% upon submittal approval and 95% upon equipment acceptance, plus monthly storage payments, local testing charges, per-day startup and adjustment services, and five-year extended warranty payment. Liquidated damages of one thousand dollars per calendar day apply for missed delivery schedules. An Engineering Bid Bond of 10% of total bid and a Faithful Performance Bond of 100% are required. The Board of Utilities Commissioners reserves the right to reject all bids and does not guarantee purchase of all listed items. An optional pre-bid meeting is scheduled for April 4, 2023 at 10:00 a.m. at 2950 Redondo Avenue, Long Beach. Questions are due April 19, 2023 at 4:30 p.m. to Nikolas Baykal at nikolas.baykal@lbwater.org or (562) 570-2347. Santa Fe Water Systems received the Notice of Intent to Award posted May 24, 2023.
