About this file
This is Addendum No. 3 to the contract documents for the Long Beach Utilities Department's Groundwater Treatment Plant Filter Gallery Valve Rehabilitation Project Phase 1 – Valve and Actuator Purchase (Specifications No. WD-05-23, Drawing No. EO-3529). The addendum addresses questions and clarifications regarding the procurement of valves and actuators for the project. The addendum clarifies delivery logistics, specifying that vendors should expect three separate shipments from the warehouse to the jobsite, one for each of three scheduled shutdowns as outlined in Appendix B. Regarding testing requirements, the document confirms that local testing shall include visual inspection, leak/seat testing, valve operation cycles, and hydrostatic testing to rated pressure, with valves tested in their installation positions; factory testing reports must be submitted to the owner prior to shipment. The addendum also specifies that vendors are responsible for ensuring torque tube extension bonnets remain paired with their corresponding valves throughout testing and delivery to prevent machining tolerance issues. The bid deadline is May 10, 2023 at 4:00 p.m., with an optional pre-bid meeting scheduled for April 4, 2023 at 10:00 a.m. at the LBU Groundwater Treatment Plant, and the question submittal deadline is April 19, 2023 at 4:30 p.m.
The addendum removes NSF-61 certification requirements for 14-inch air scour valves as they will not contact potable water and corrects a typographical error designating 12-inch Crane Centerline 200 valves as lug style rather than flanged. The document clarifies that third-party verification at manufacturers' facilities or sending a district inspector to witness factory testing cannot be substituted for local testing requirements. Bidders must register with Long Beach Buys to download specifications and submit proposals electronically in Portable Document Format through the department's bid management system. The Addenda Acknowledgment section and a copy of Addendum No. 3 must accompany all bid submittals. Project inquiries should be directed to Nikolas Baykal, P.E., Civil Engineer at Nikolas.Baykal@lbwater.org or (562) 570-2347.

ADDENDUM No. 3
TO THE CONTRACT DOCUMENTS
Long Beach Utilities Department Long Beach, California Specifications No. WD-05-23 Drawing No. EO-3529 Groundwater Treatment Plant Filter Gallery Valve Rehabilitation Project Phase 1 - Valve and Actuator Purchase
TO ALL PLAN HOLDERS:
The following amendment is hereby made a part of the Contract Documents for the subject project, as fully and completely as if the same were set forth therein. This Addendum No. 3 consists of pages ADD3-1 through ADD3-4.
QUESTIONS & ANSWERS
The following questions were submitted in writing for the above-referenced project.
Responses to the question are included.
1. On the delivery schedule, you have three dates: Shutdown 1, Shutdown 2, and Shutdown 3. The valves are stored locally, and they are crated. These will have to be transported from the warehouse to the jobsite. Will the entire individual shutdown valve count be shipped to the jobsite? Will there be only three shipments – one for shutdown 1, one for shutdown 2 and one for shutdown 3?
Response: Vendors should expect three deliveries from the warehouse to the jobsite, one for each shutdown as outlined in Appendix B.
2. Local testing – We will leak and hydro test the valves once they arrive to the jobsite however cycle testing with the electric actuator will not be possible unless there is required voltage at the jobsite. In addition, issues that will arise testing torque tube extension bonnet assemblies in the horizontal position. The valves with torque tube extension bonnets must be cycle tested in the position they are installed. Cycle testing the valves with the torque tubes in the horizontal position would not be a valid test as the stresses are different on them horizontally vs

vertically. To provide a correct cycle test the valves must be tested in the position they will be installed. With the torque tube lengths, the only option would be to have this done at the factory. Can third party verification at the manufacturers plant of leak, hydro and cycle testing be substituted for local testing? If not, could sending a District inspector, at no cost to the District, to the manufacturers’ facilities to witness the tests be a substitution for the local requirement?
Response: Per question 18 in Addendum 2, local testing shall include visual inspection, leak/seat test, exercise the valve through open/close cycles, and hydrostatic test to rated pressure. The valves with torque tube extension bonnets can be tested without the extension bonnets. Manual operation of the valve is acceptable for local testing. All tests should be performed in the position they will be installed in the field. No third-party verification or sending a District Inspector to the manufacturer’s facility will be substituted for local testing. Specifications 33 12 14, 1.4 C. & 33 12 15, 1.4 C. state factory testing requirements and all factory test reports shall be submitted to the Owner prior to shipment.
3. You are not stating that the valves with torque tube extension bonnets need to be shipped as a complete unit. This needs to be done so that the correct torque tube extension bonnet is paired to the correct valve. There will be machining tolerances between the different units, and you want to make sure that the valve and torque tube extension bonnet are not mixed up in the field during installation. If they are then the cycle test done at the factory would be invalid for that valve and torque tube extension bonnet assembly.
Response: Vendors shall ensure that the valves and torque tube extension bonnets are paired at final installation the same as they were paired when factory tested. Vendor is responsible for shipping these materials so that the valve and torque tube extension bonnet are not mixed up when tested locally and when they are delivered to the jobsite.
4. Since the 14” valves are on the air scour lines is there a system engineering requirement for NSF-61 as they will not be touching the potable water?
Response: NSF-61 certification is not necessary for the 14” air scour valves as they will not be in contact with water. Please refer to items 3.01 & 3.02 in Addendum No. 3 where the NSF-61 certificate requirement has been removed.
5. The 12” Crane Centerline 200 valves that will have retrofit electric actuators on them are called out on the bid form as flanged. I believe they are lug style. Please confirm.
Response: Correct, this is a typo. It is a lug style valve.
