ADDENDUM NO. 2 SUMMARY
This is Addendum No. 2 to the contract documents for the Groundwater Treatment Plant Filter Gallery Valve Rehabilitation Project Phase 1 issued by the Long Beach Utilities Department in Long Beach, California. The project involves the purchase and installation of butterfly valves and electric motor actuators for the water treatment facility's filtration system. The contract includes 22 specific valve and actuator assemblies across multiple phases, including seven 14-inch lug style butterfly valves with open-close actuators, five 24-inch flanged double offset butterfly valves with open-close actuators and torque tube extension bonnets, five 24-inch flanged double offset butterfly valves with modulating actuators, five 36-inch flanged double offset butterfly valves with open-close actuators and torque tube extension bonnets, five 36-inch flanged double offset butterfly valves with open-close actuators, and five electric motor actuators for existing 12-inch valves. The optional pre-bid meeting was scheduled for April 4, 2023, at the facility located at 2950 Redondo Avenue, Long Beach, California. Questions were due by April 19, 2023, at 4:30 p.m., with the bid submission deadline of May 4, 2023, at 4:00 p.m. via the Long Beach Buys electronic bidding system. Materials are required to be delivered by February 16, 2024, to an approved storage facility within 50 miles of zip code 90806. The project encompasses three planned shutdowns occurring between March and November 2024.
The addendum addresses 21 questions and answers from potential bidders regarding specifications, clarifying requirements for torque extension bonnets, NSF 61-372 certification for entire valve assemblies, fusion bonded epoxy coating specifications, actuator sizing methodology, motor horsepower specifications, and local testing requirements. Key specification modifications include removing liquid epoxy lining options and requiring full fusion bonded epoxy coating for all valves, establishing maximum differential pressure of 50 psi and maximum line velocity of 16 feet per second for actuator sizing, specifying that equipment horsepower be selected by the supplier with reference to existing actuator specifications, and clarifying that chemical severe service duty is not required. Payment will be made at seven interim milestones: 5 percent upon submittal package approval, 95 percent upon equipment acceptance, monthly payments for local storage, payments for local testing and startup services, warranty payment, and owner-directed changes as negotiated. The bid includes 11 line items totaling valve and actuator purchases, storage, testing, startup and adjustment services, extended five-year warranties, and contingency for owner-directed changes.

ADDENDUM No. 2
TO THE CONTRACT DOCUMENTS
Long Beach Utilities Department Long Beach, California Specifications No. WD-05-23 Drawing No. EO-3529 Groundwater Treatment Plant Filter Gallery Valve Rehabilitation Project Phase 1 - Valve and Actuator Purchase
TO ALL PLAN HOLDERS:
The following amendment is hereby made a part of the Contract Documents for the subject project, as fully and completely as if the same were set forth therein. This Addendum No. 2 consists of pages ADD2-1 through ADD2-14.
QUESTIONS & ANSWERS
The following questions were submitted in writing for the above-referenced project.
Responses to the question are included.
1. Please consider adding the extension bonnets to be supplied by the valve manufacturer. Torsional loads imparted to the extension bonnets via the mechanical advantage (actuator and or gearing) are recommended to be sized appropriately and provide single unit responsibility. It is viewed that an outside agent will not have the valve manufacturers knowledge of these requirements.
Due to the length of the extension bonnets, liquid epoxy meeting the existing valve spec is recommended and additional topcoats can be provided with a good adherence. Fusion can be provided but the costs will be expensive.
Response: We have added a torque extension bonnet specification and modified the bid items in the Bid Form. Please refer to Items 2.01-2.03 in Addendum No. 2.
2 | P a g e
ADD1-1
ADD2-2
2. Please consider requiring that the desired actuator positions and actuator interface orientations shall be the responsibility of the supplier.
Response: The orientation of actuator should be shown on the shop drawing submittal. The final determination will be confirmed during the submittal process.
3. 33 12 14, 2.2 C. calls for fusion or liquid epoxy interior and fusion exterior. As the casting is required to be heated to apply fusion, it is recommended that the entire valve be fusion coated. The option is offered for liquid epoxy interior, but it is recommended for a higher quality valve coating that the entire valve to be fusion coated and to remove liquid epoxy interior as an option.
Response: The valve shall be fusion bonded epoxy lined and coated. Please refer to Item 2.04 in Addendum No. 2 where the liquid epoxy lining requirement has been removed.
4. 33 12 14 2.2 C. Please confirm NSF 61 is only required for “parts exposed to potable water” and that it includes parts and materials such as greases and excludes items like the 316SS shafts, wetted ductile iron, valve shaft packing, orings, shaft bearings and any miscellaneous plastic or elastomeric parts.
Valves that are NSF61 certified and meet the specification are available, which is an extensive certifying process and incorporates all wetted components further to “parts”.
Response: The entire valve assembly shall be listed as NSF 61-372.
5. 33 12 14 2.2 C. Please confirm the referenced “for pressure 0-300 psi” refers to the hydrostatic pressure and not the rated working pressure. The valves are viewed to be supplied as 150 psi rated and 300 psi hydrostatic (per AWWA C504).
Response: The 300-psi rating applies to the hydrostatic pressure. The 150-psi rating applies to the leak test.
6. 33 12 14 2.2 D. Please confirm the lay lengths shall meet AWWA C504 and are inclusive of all other components of AWWA C504 such as flange thicknesses.
Response: The lay lengths shall meet AWWA C504.
7. 33 12 14.2.2 F. Confirm actuator sizing “Size to 1.5 times maximum required operating torque of valve for open-close valves. / Size to 2.0 times required operating torque of valve for modulating valves”. The specification is interpreted as 1.5X (2.0X for modulating) the system pressure, which is low head and viewed as offering an insufficient torque over the expected and desired installation life. If system head is used, the safety factor could degrade above a 1.5X system head. To assure equivalent bid safety factors are supplied, please consider sizing at 75 psi and 7 fps velocity with a 1.5X/(2.0X) safety (or similar
3 | P a g e
ADD2-3
value above operating head). Using the rated valve pressure of 150 psi would be viewed to provide a more costly actuator than is necessary.
Response: This actually refers to Section 33 12 46, Item 2.2 F. Please refer to Items 2.05 & 2.07 in Addendum No. 2 for response.
8. 33 12 15 2.1 Please consider listing Bray (with NSF61 certification) for the Industrial Butterfly as the listed manufacturers are from a single agent supplier.
The “or equal” is sufficient.
Response: We will consider all “or equal” products.
9. 33 12 15 2.2 B.
10. 33 12 15 2.2 B. Please confirm valve shaft is 416SS and not 316SS.
Response: The respective sections specify:
• Industrial Lug Style BFV - 416SS valve shaft.
• Double Offset BFV - 316SS valve shaft.
11. 33 12 15 2.2 B. calls for fusion or liquid epoxy interior and fusion exterior. The interior of the valve is completely rubber lined and not exposed to water. Fusion is an option, but it may be considered an expensive adder for just exterior coating protection. Please consider liquid epoxy for the Industrial Valves.
Response: The valve shall be fusion bonded epoxy lined and coated. Please refer to Item 2.06 in Addendum No. 2 where the liquid epoxy lining requirement has been removed.
12. Is NSF61-372 certification required for the lugged valves in section 33 12 15?
Response: Yes, see Section 33 12 15, Item B, NSF Listing.
13. 33 12 46 2.2 F. calls for 10 fps maximum line velocity while 33 12 14, 2.2, D, list 16 fps maximum line velocity. Please clarify the maximum line velocity required for motor sizing on lugged and double offset valves. Please see previous questions.
Response: Please refer to Item 2.07 in Addendum No. 2 for response.

ADD2-4
14. 33 12 46 2.2 F. To assure equivalent bid safety factors are supplied, please consider sizing at 75 psi and 7 fps velocity with a 1.5X/(2.0X) safety (or similar value above operating head). Using the rated valve pressure of 150 psi would be viewed to provide a more costly actuator than is necessary.
Response: Please refer to Items 2.05 & 2.07 in Addendum No. 2 for response.
15. 33 12 46 2.2 F. Please confirm if a positioning potentiometer is required for all actuators. This is a few hundred-dollar adder and could reduce the costs a little.
Response: Yes, all actuators require a positioning potentiometer.
16. 33 15 46 2.2 F. Please confirm the actuators require the elevated “Chemical Severe Service Duty” as this is a fair cost adder that may not be required and where a standard NEMA 4X/6/IP67 actuator is sufficient. This could reduce the bid costs.
Response: We are not in a hazardous environment with explosive gases or corrosive environment. Therefore, a chemical severe service duty is not required.
Please refer to Item 2.08 in Addendum No. 2 for response where section has been clarified.
17. 33 15 46 2.2 I. If the above actuator is reduced to a NEMA4X/6/IP67, the requirement for a space heater would need to be modified or noted.
Response: Per Section 33 12 46, Item 2.2 I, Space Heater. It is “not required if motors are properly sealed to NEMA 6 and IP68 requirements.”
18. Per the BID FORM, page 21/Per 33 12 14 & 33 12 15, 1.4 C./Per 33 12 46 3.1 C.: All specified testing will be done at the manufacturer's facility. What is the District’s expectation of local testing within 50 miles of Long Beach? Not all performance tests are available but we can offer visual inspection, leak/seat test and exercise the valve & actuator through open/close cycles. Please clarify any local testing requirements.
Response: Performance tests locally should include visual inspection, leak/seat test, exercise the valve through open/close cycles, and hydrostatic test to rated pressure.
19. Please confirm per 33 12 15 1.5 A.: Lugged butterfly valves should conform to NSF61/372 requirements.
Response: The entire valve assembly shall be listed as NSF 61-372.

ADD2-5
20. If the extension bonnets are to be included in the bid, please provide elevations, centerline of pipe to top of concrete and confirm a working height for operator interface height of 4 ft (or X feet) is acceptable.
Response: Please refer to torque extension bonnet specification under Item 2.01 in this addendum.
21. Can a storage facility outside the 50-mile radius be used to store the materials?
Response: No, the storage facility shall be within a 50-mile radius.
