About this opportunity

The City of Pittsburgh's Office of Management & Budget is soliciting a pre-qualified list of contractors for Electrical Rehabilitation, Repair, and Renovation Services through a competitive procurement process designated as PQMA-037. This opportunity targets electrical contractors who will perform services at various city-owned facilities including fire stations, police stations, parks, recreational facilities, and city offices. Contractors must possess a minimum of five years of experience in electrical rehabilitation and provide key personnel with specific qualifications, including a Project Manager with ten years of experience and a Field Superintendent with five years of experience. The contract period will run from execution through February 29, 2028, with individual construction projects not expected to exceed $250,000. Prospective contractors must submit a comprehensive application packet electronically to contracts@pittsburghpa.gov by November 30, 2027, which includes documentation such as a City of Pittsburgh Contractor's License, insurance certificates, IRS Form W-9, and completed CDBG Section 3 paperwork.

The procurement includes specific set-aside and diversity requirements, with goals of 18% minority participation, 7% women participation, and 5% veteran-owned business enterprise participation. The opportunity is primarily funded through Community Development Block Grant (CDBG) resources, which imposes additional compliance requirements including Section 3 provisions that mandate preference for low-income residents and businesses meeting specific ownership criteria. Contractors must maintain general liability insurance with $1 million per occurrence and $2 million aggregate coverage. The city will evaluate submissions based on contractor qualifications, experience, and ability to meet equal employment opportunity goals. Pricing will be determined on a time-and-materials basis, with the city reserving the right to award contracts to the lowest responsible bidder and potentially utilize multiple contractors to ensure sufficient resources and competitive pricing. Non-compliance with federal funding requirements could result in contract sanctions, termination, and potential debarment from future HUD-assisted contracts.
