About this opportunity
The City of Pittsburgh's Office of Management & Budget is soliciting a pre-qualified master agreement (PQMA #2024-PQMA-032) for HVAC rehabilitation, repair, and renovation services across various city-owned facilities including fire stations, police stations, parks, recreational facilities, and city offices. The contract will commence upon execution and terminate on February 29th, 2028, with contractors required to submit electronic applications to contracts@pittsburghpa.gov by November 30th, 2027. Eligible contractors must have a minimum of five years of experience in HVAC rehabilitation, renovation, and repair services, and employ qualified workers capable of supplying and installing/maintaining HVAC elements. The city will evaluate bids based on the lowest responsible bidder, considering factors such as experience, equipment, labor capabilities, and compliance with safety and legal standards. Anticipated project expenditures for any single new construction project shall not exceed $250,000, with no minimum limit for maintenance, repair, or new work. Contractors must provide Material Safety Data Sheets, As Built Drawings, and demonstrate comprehensive technical capabilities.
The procurement includes specific diversity and inclusion requirements, with the Equal Opportunity Review Commission establishing participation goals of 18% for minority groups, 7% for women-owned businesses, and 5% for veteran-owned businesses. Contractors must maintain specific insurance coverages, including $1 million in general liability and automotive liability, and provide performance and payment bonds. Successful vendors will be required to comply with prevailing wage regulations, anti-discrimination policies, and environmental standards. While no specific incumbent vendors are mentioned, the city seeks to create a pre-qualified list of contractors who can be invited to bid on specific HVAC projects on an as-needed basis. The application packet requires comprehensive documentation, including references, insurance certificates, W-9 form, and a City contractor's license. Though no precise budget range is specified, the $250,000 per project maximum suggests a potentially significant total contract value over the agreement's duration.
