About this opportunity

The Town of Groton, Connecticut is seeking qualified vendors through Invitation to Bid (ITB 26-12) to establish a supply contract for potassium permanganate, a chemical used for odor control and water treatment applications. The procurement requires bidders to supply 17,800 pounds of free-flowing technical grade potassium permanganate containerized in 55-pound plastic waterproof sealed pails suitable for outside storage, along with 10 plastic pail lid removal wrenches. The material must meet AWWA Technical Grade specifications and be divided into two shipments of approximately equal pallet counts, with initial delivery upon purchase order issuance and a second delivery in December 2025. Deliveries will be made via tailgate delivery to the Water Pollution Control Facility at 170 Gary Court, Groton, Connecticut 06340, between 7:30 AM and 2:00 PM Monday through Friday, excluding Town holidays. Qualified vendors must demonstrate general liability insurance of $1,000,000 per occurrence and $3,000,000 aggregate, along with auto liability coverage of $1,000,000, and must provide Safety Data Sheets with each shipment and technical services related to proper use and handling within 48 hours of request at no additional cost. Sealed bids must be submitted to Karl Klein, Purchasing Agent, at the Groton Town Hall Purchasing Office, 45 Fort Hill Road, Groton, Connecticut 06340, by 2:30 PM on May 1, 2026, with the bid period opening April 1, 2026 at 8:30 AM EDT. All inquiries should be directed to Karl Klein at 860-441-6681 or kklein@groton-ct.gov. Bid pricing must be submitted on a delivered, FOB Groton basis and include all charges for product, delivery, handling, and pallet costs, with pricing remaining firm through June 30, 2027. Material quality will be confirmed through random sampling of each lot and truckload, with rejection of any truckload failing two out of three tests.

The solicitation contains a local vendor preference provision that permits qualified local vendors submitting bids within 5% of the lowest bid to match the lowest price and secure the contract award. No bid bonds or performance bonds are required, as bond amounts are specified at 0% of the base bid. The solicitation does not identify any incumbent vendors or existing contractors, nor does it specify a contract value range or budgeted amount for this procurement. The Town reserves the right to accept or reject any and all bids, to purchase quantities greater or less than specified, and to cancel the contract with 30 days written notice if performance does not meet specifications. Bidders are instructed to exclude any taxes from which the Town is exempted by law, and the Town will complete any required tax exemption forms within its legal parameters. No set-asides for disadvantaged enterprises or other restricted categories of vendors are noted in the solicitation documentation.
