About this file
This is Addendum 1 to Invitation to Bid 26-12 issued by the Town of Groton, Connecticut, clarifying key terms for the potassium permanganate supply contract. The Town seeks to establish a one-year pricing agreement and will not consider six-month arrangements. Deliveries will consist of approximately 6 pallets per shipment rather than the originally stated quantities. Based on the addendum responses, the Town's actual annual requirement for the upcoming fiscal year is 14,000 pounds, a significant reduction from the prior year's consumption of 25,800 pounds. The first order is anticipated to occur in August or September, consistent with the Town's historical procurement timeline, rather than immediately following the May 2026 bid opening date.
The pricing structure remains firm through June 30, 2027, on a delivered, FOB Groton basis inclusive of all product, delivery, handling, and pallet costs. The Town exempts itself from applicable taxes and will complete necessary tax exemption documentation. No set-asides for disadvantaged enterprises are specified, and no incumbent vendors are identified in the solicitation. The addendum reflects the Town's response to bidder inquiries regarding contract duration, delivery schedules, and projected material needs, providing clarity for prospective vendors preparing their proposals prior to the May 1, 2026 bid submission deadline.

TOWN OF GROTON
Invitation to Bid Addendum 1
26-12 Potassium Permanganate
1. In light of current global uncertainties including rising freight and energy costs, and an ever-changing tariff landscape, it is very challenging for companies to commit to longer-term price agreements. With that in mind, would you be open to considering a six-month pricing arrangement?
No. As per the bid document we are looking for a one year agreement.
2. If my math is correct, based on the RFB information the city requires two orders of approximately four pallets annually?
Its actually 6 pallets per delivery.
3. Would the first order request occur in May, immediately following the bid opening?
Last year we placed order in August and accepted first order in September
4. How much product was taken last Fiscal Year? What is projected need for this year?
We took delivery of the whole amount, 25800 lbs. For the upcoming FY we think we only need 14,000 lbs image1.png
