About this opportunity

Broward County Parks and Recreation Division is soliciting bids on pool resurfacing at Topeekeegee Yugnee (T.Y.) Park's Castaway Island Water Park in Hollywood, Florida, with proposals due July 9, 2026. The contractor must hold either a State of Florida Certified General Contractor, Certified Building Contractor, or Certified Pool/Spa Contractor license, or a Broward County General Building Contractor Class A or B license, or Commercial Pool/Spa Contractor Class CPC license — a mandatory licensure filter. The contractor must perform 100 percent of the work without subcontracting.

The scope involves complete resurfacing of the Lagoon pool (approximately 22,700 square feet) down to the original concrete substrate with Diamond-Brite or approved equivalent finish applied at uniform thickness of 3/8" to 1/2", including removal of existing coating, treatment of delaminated areas, acid etching, rebar inspection and treatment, patching of gaps and voids, and final chemical start-up. A Notice to Proceed is anticipated for late October 2026, with substantial completion required within 45 calendar days and final completion within 7 calendar days thereafter. The contractor must provide a minimum five-year warranty covering cracking, peeling, fading, and loss of adhesion. The County will award to the lowest responsive, responsible bidder. The contractor must maintain a 5% bid bond and performance and payment bonds equal to 100% of the contract amount.

A $14,000 pass-through allowance for permit fees is estimated; actual costs are payable with no markup permitted. All labor, materials, equipment, permits, and debris removal are the contractor's expense. The contract term is three years with potential renewal for up to two additional one-year terms, not to exceed five years total. All responses must be submitted electronically through BPRO by the July 9 deadline. Site visit attendance is recommended. Certified Broward County SBEs or CBEs may be eligible for procurement preferences if within ten percent of the lowest responsive, responsible bid. Local business preferences apply under Broward County Code Section 1-74 for vendors maintaining a physical Broward County address for at least one year preceding the posting date. Vendors must comply with criminal history screening, domestic partnership, anti-human trafficking, litigation disclosure, and security background requirements for park facility access, with disqualifying offenses including sexual misconduct, abuse, violence, and drug-related felonies.
