The contractor must perform extensive preparation work including removal of existing coating, treatment of delaminated areas, elimination of algae and mold, acid etching, rebar inspection and treatment, and patching of all gaps and voids. The Notice to Proceed is anticipated for the end of the 2026 aquatic season (approximately late October 2026), with substantial completion required within 45 calendar days and final completion within 7 calendar days thereafter. Specifications and Requirements
Pool Resurfacing at T.Y. Park
1. SCOPE OF WORK
1.1. To provide all labor, materials, equipment, services, incidentals, and permits required to resurface the Lagoon pool, located at Topeekeegee Yugnee (T.Y.)
Park’s Castaway Island Water Park, located at 3300 N Park Rd, Hollywood, FL 33021. The Lagoon pool is approximately 22,700 square feet, refer to Attachment No. 1.
1.2. Attendance at the Site Visit is highly recommended. Submission of a bid will be construed as the Contractor is sufficiently acquainted with the work to be performed.
2. SITE LOCATION AND EQUIPMENT
2.1. All equipment used shall be Occupational Safety and Health Administration
(OSHA) approved and provided solely at contractor’s expense.
2.2. Contractor shall be fully responsible for any property damage to the job site, equipment or utility due to its negligence. Such repairs shall be performed at the contractor’s expense and must meet the satisfaction of the Project Manager or Contract Administrator prior to final acceptance.
2.3. Contractor shall coordinate all work with the Project Manager.
2.4. Entry and exit gates must remain secured at all times.
2.5. Contractor will be required to supply dumpsters for removal of debris. All debris must be properly disposed of and disposal must be included in the bid price.
2.6. Job site storage will be available to the Contractor; however, Broward County is not responsible for the safety and security of any stored on-site materials or equipment during the project.
3. PREPARATION
3.1. For this project, removal of the existing coating of the pool down to the original concrete of the pool’s constructed shell is required.
3.2. Contractor must drain areas and surge tank affiliated with the pool being worked on.
3.3. Delamination at this site is prevalent. Contractor must ensure this is calculated into the bid price. The areas must be free of any foreign material that interferes with the bonding of the new plaster.
3.4. Remove and protect all existing fittings and tile from damage. Fill any holes or gaps with hydraulic cement filler.
3.5. All loose material such as dripped thin set, grout, paint, dirt, patching or decking products must be removed by scraping or pressure cleaning.
3.6. Algae, mold, and mildew must be eliminated by chlorine washing. Failure to do so will result in discoloration and bond failure.
3.7. Remove any oil or grease with tri-sodium phosphate and water. Oils and grease left on the pool shell will cause bond failure and prevent proper etching and cleaning by the waterborne acid solutions. To test for oils and grease, wet the entire area to be resurfaced and examine it for beading water droplets.
Heavily saturated areas may require soaking with liquid detergents until oil is removed.
3.8. Etch the surface with Muriatic Acid and water. Adjust the concentration as needed to properly clean and roughen the surface. Smoother areas will require a higher concentration of acid and vice versa.
3.9. All pool inlets and main drain lines should be plugged to prevent clogging during plaster work and exposure. All plugs except the main drain should remain in place until filled to prevent drip stains.
3.10. Mark the location of all fittings with a small piece of tape placed on the coping directly above to prevent them from being accidentally covered during the plastering process.
3.11. Undercut all existing tile and fittings 2” away and ½” deep into existing plaster substrate.
3.12. Undercut all perimeter tiles, return diffusers, floor jets at a minimum of 6” under existing tiles or around fittings.
3.13. Remove all existing pool finish down to sound, stable concrete by sandblasting, hydro-blasting, or any other approved method. Fill any gaps with hydraulic cement filling.
3.14. Either before or after surface preparation, all existing exposed rebar shall be jack hammered at a 360-degree radius, totally exposing all oxidation. The rebar must be sandblasted down to white metal and treated with rust converter and epoxy. All rebar that is less than 1/3 its original diameter after rust removal must be replaced.
3.15. Acid wash entire surface followed by soda ash wash of all surfaces to neutralize any acid. Apply one coat of two-part SGM Bond KOTE (or approved equal) to pool surface according to manufacturer’s specifications and as required for manufacturer’s warranty.
3.16. Fill the hollow with SGM Vinyl Patching Compound or SGM Sand Topping Mix and Concrete Bonding Agent (or approved equals) bringing the area level with the existing plaster.
4. RESURFACING
4.1. Diamond-Brite, or approved equal pool finish, shall be applied to all areas at a uniform thickness of 3/8” – 1/2” thick, following all manufacturer’s application instructions. Aggregate must be mixed with a mixer and manufacturer’s instructions followed. Hand mixing will not be permitted.
4.2. Finish must be applied using a plaster pump and finished to a smooth surface.
All manufacturers’ application instructions must be followed.
4.3. Application of exposed aggregate surfaces to each body of water must be completed in one day. Surface areas will not be permitted to be tile broken and completed in smaller sections.
4.4. Aggregate must be mixed and applied as per manufacturer’s instructions. All manufacturer’s application instructions must be followed.
4.5. Contractor must utilize the recommended number of finishers as required by the manufacturer.
4.6. Expose the aggregate surface following manufacturer’s recommendation.
4.7. According to the manufacturer’s specifications, acid wash the entire exposed surface by hand to ensure a uniform finish. Replace any drain covers, grates, diffusers, hardware, etc., that were removed.
5. FILL POOL
5.1. Fill pool area directly into the pool. No water or chemicals are to be added to the surge tank. Provide completed chemical start-up to include chemical stabilization and balanced pool water. Use of Tri-Chlor is prohibited. Filling of pool shall be in accordance with aggregate manufacturer’s recommendations.
5.2. Water is to be treated with filling agent to prevent staining.
5.3. Complete chemical start-up to include stabilization and balanced pool water
(Alkalinity 80-120; Stabilizer; Chlorine 3 ppm; pH 7.4)
6. WARRANTY
6.1. Contractor shall provide a minimum five (5) year warranty; the warranty set forth shall be the purchaser’s sole and exclusive warranty. Warranty shall commence on final completion. The warranty on surface shall include cracking, peeling, fading and loss of adhesion.
6.2. All work must meet or exceed industry standards.
7. DELIVERY
7.1. Notice to Proceed (NTP) is anticipated to be issued for the end of the 2026 aquatic season, with project start date to be approximately the end of October 2026. Substantial completion shall be within forty-five (45) calendar days of NTP issuance.
7.2. Final completion shall be within seven (7) calendar days from the substantial completion date.
