About this opportunity
The City of Tucker is soliciting proposals for pool lifeguard staffing services at two municipal pools and one splash pad under RFP 2023-007, with proposals due January 31, 2023.
The contract term runs July 1 through June 30 annually, with an initial partial fiscal year from March 1 through June 30, 2023. The scope requires lifeguard supervision during public swimming and planned activities such as swim lessons and water aerobics. All lifeguards must maintain current Lifeguard Training Certification, CPR, and first aid certification prior to pool opening. Pools operate seasonally from the weekend before Memorial Day through Labor Day, with Cofer Park and Rosenfeld Park maintaining different operating hours depending on school session. The contractor must ensure pools are uncovered, inspected, and prepared by May 1, with full opening operations required by the third weekend of May. A minimum of two personnel must be on the pool deck at all times with two guards in the chair, with breaks scheduled hourly for cleaning, disinfecting, and chemical checks. The contractor bears full responsibility for employee compensation, taxes, and all personnel-related costs; the city provides facility maintenance, utilities, telephone service, equipment, and perimeter barrier security. The contractor must reimburse the city for unattended lifeguard hours at the total lifeguard hourly cost plus 10 percent.
Evaluation criteria are Team Organization, Qualifications, and Project Lead (25 percent); Previous Comparable Experience (25 percent); Results of Reference Checks (20 percent); and Cost (30 percent). Required insurance includes worker's compensation at statutory minimum limits, commercial general liability of $1 million per person and per occurrence, and professional liability of $2 million per occurrence and in aggregate. A pre-proposal conference is scheduled for January 10, 2023, at 2:00 PM at Tucker Recreation Center. Questions are due January 17, 2023, at 5:00 PM EST. The anticipated award date is February 13, 2023, with a projected contract start of March 1, 2023. Addendum 1 clarifies the 2023 pool opening date as Saturday, May 20, with limited hours, followed by full-time operations commencing May 27.
