The contract duration is specified as 547 consecutive calendar days from the Notice to Proceed, and bidders must submit electronic responses through the county's eProcurement Portal. Base bid items cover mobilization, erosion and sediment control, demolition, pump station installation, and site restoration, with additional contingency items available for potential supplemental work.
The procurement includes specific provisions for Minority Women Business Enterprise (MWBE) participation with an aspirational goal of 25% and a Small Local Business Enterprise (SLBE) program that may provide preferences for local businesses. Contractors must submit a 5% bid bond and performance and payment bonds for 100% of the contract price, with prevailing wage regulations in effect. The total project budget is estimated between $1,690,000 and $2,010,000, with a point estimate of $1,742,000, broken down across civil, structural, process mechanical, electrical, and instrumentation components. Insurance requirements are comprehensive, including commercial automobile, workers' compensation, general liability, and builder's risk coverage with specific coverage limits. The county will retain 5% retainage from each invoice, which can be replaced by a maintenance bond, and payments will be made monthly based on satisfactory work completion.
