About this file
This is a Measurement and Payment Specification Section document for the Southeast Drainage Retrofit Project, Phase II, issued by the City of Dania Beach, Florida, as Addendum #3 effective May 7, 2025. The project encompasses comprehensive drainage infrastructure improvements including conveyance drainage systems, pipes, inlets, exfiltration trenches, a new stormwater pump station, injection wells, milling and resurfacing, swale regrading, and pavement markings. The specification outlines payment methodologies for numerous line items including mobilization (with lump sum monthly payments of 25% per month for the first four months, capped at 50% prior to construction commencement and 10% of the original contract amount total), maintenance of traffic, silt fence installation (measured in linear feet), inlet protection systems, clearing and grubbing (measured in acres), tree removal, swale regrading, asphalt milling and resurfacing (measured in square yards and tons), drainage structures and pipe installation (measured by linear foot or individual units), exfiltration trenches, deep well casing, concrete sidewalks, driveways, hydraulic pumps, and removal and disposal of existing infrastructure. The contract requires contractors to provide detailed schedules of values identifying quantities and unit prices for each sub-item prior to each payment application, maintain a full-time superintendent on-site during construction, and conduct potholing to verify existing utility locations a minimum of two days prior to construction to avoid conflicts.
Payment for all bid items constitutes full compensation for complete installation including excavation, dewatering, backfill, compaction, testing, and final acceptance, with retainage applied to all partial payments. The contractor bears responsibility for all costs associated with permits, OSHA compliance, project signage, site storage and access, building permit fees (approximately 2.0% of total project cost), plan review fees (approximately $350), and discipline fees (approximately $270). Measurement of quantities shall be performed by the contractor's licensed professional surveyor and mapper, with the engineer making final determinations in disputes. Payment invoices must include certificates of payment to subcontractors, Small Disadvantaged Business Enterprise Program Performance Reports, updated construction schedules, as-built drawings, and updated schedules of values. The specification allows contractors to invoice for individual line item quantities beyond the base contract provided total invoiced payments do not exceed the total contract price, with final payment withheld until all deficiencies are corrected. For critical equipment items such as hydraulic pumps and treatment units, specifications indicate preference for Flygt pumps and Contech units, respectively, though approved equal substitutions may be considered post-award with system calculations and engineering review.
