About this opportunity

The City of Bloomington, Illinois is requesting sealed bids for Police Department Drone Installation (Bid #2027-12) at 305 South East Street, with bids due August 28, 2026 at 11:30 a.m. CST and a non-mandatory pre-bid meeting and site visit on August 18, 2026 at 10:00 a.m. This public works project exceeds $50,000 and requires a project labor agreement compliant with the Illinois Prevailing Wage Act unless the City determines otherwise; all bidders must submit a signed Letter of Assent with the Livingston & McLean Counties Building & Trades Council. The City has adopted equal-opportunity goals requiring 8% of subcontract awards to MBEs, WBEs, and DBEs, and 10% of work hours performed by minority workers with 2% by female workers.

The scope includes structural and electrical installation to support a Skydio Dock station on the police department roof — specifically removal and demolition of existing roofing, electrical and data conduits, and masonry block work; construction of an 8-inch CMU wall with bond beams and vertical reinforcement; installation of the pre-manufactured dock unit and radio antenna mounting structure; new electrical panelboard EM-2 fed from existing emergency panel EM-1 with 50-amp, three-phase breakers, weather-resistant disconnects, surge protection, and Category 6 UTP data cabling to telecommunications room 209; and roof membrane modifications including 60-mil EPDM installation with specified flashing. All roofing components carry a 25-year manufacturer's warranty and two-year installer's warranty. Electrical work must comply with the National Electrical Code, NFPA 70, and ASTM, NECA, and IEEE standards. Masonry construction requires Level 2 special inspection per TMS 602 and International Building Code 2018 standards.

Contractors must have completed a minimum of three similar projects within the last five years and provide three favorable municipal, campus, venue, or institutional references. Substantial completion is required by January 1, 2027. The City will supply the Skydio Dock and coordinates startup with authorized Skydio representatives. Bids exceeding $10,000 require a 10% bid guaranty; all bids require 100% Performance and Payment Bonds within ten business days of award. General Liability insurance of $2,000,000 per occurrence / $4,000,000 aggregate and Workers' Compensation of $1,000,000 are required. The contract will be awarded to the lowest responsible, responsive bidder. Questions are due August 21, 2026 by 3:00 p.m.; the anticipated award date is September 28, 2026.
