About this opportunity

The City of St. Petersburg is issuing a Request for Qualifications (RFQ) to establish multiple as-needed vendor contracts for the furnishing, delivery, installation, servicing, and maintenance of outdoor playgrounds, fitness equipment, water play equipment, and shade structures. The procurement is open to vendors capable of providing one or more of these service categories, with the primary user departments being Parks and Recreation and the Pier, though the resulting agreements may be utilized city-wide. Qualified vendors must demonstrate a minimum of three years of experience providing the specified products and services and must possess the ability to obtain the required insurance coverage. Proposers must submit a single PDF Statement of Qualifications limited to 30 pages (exclusive of cover pages and section dividers) through the OpenGov Procurement portal at https://procurement.opengov.com/portal/stpete by April 28, 2026, at 3:00 p.m., with written questions due by April 13, 2026. The evaluation criteria are weighted as follows: qualifications and experience of the firm and staff (35 points), project approach and key strengths (50 points), and Business Enterprise Program outreach and utilization (15 points). Vendors must provide comprehensive documentation including five reference projects completed within ten years, detailed key personnel information with project managers requiring minimum five years of applicable experience, complete product information across all service categories, lead times and manufacturing schedules, maintenance and service offerings with labor rates, and warranty coverage details. The initial contract term is three years from execution, with the City reserving the right to renew under the same terms and conditions for two additional one-year periods if mutually agreed upon in writing, and individual project quotes and work will be requested on an as-needed basis with the City proceeding with the lowest responsive quote from an available vendor.

The procurement does not contain set-aside designations for disadvantaged enterprises; however, the City strongly encourages proactive engagement with small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) located in the Tampa Bay Region. Proposers must complete a Subcontractor Utilization Plan form demonstrating outreach, education, and mentorship initiatives to increase diverse business participation, though meeting participation thresholds is voluntary and not required for responsiveness or contract award consideration. All proposers must comply with Florida corporate registration requirements and provide proof of valid contractor licensing and applicable insurance coverage, including commercial general liability insurance of at least one million dollars per occurrence and two million dollars aggregate. For new construction projects, vendors must provide written estimates including engineering, permitting, and inspection costs and may be required to execute a project-specific light construction agreement and provide a public construction bond equal to the full contract amount. Vendors must also pass Level 2 background screening if working at Parks and Recreation facilities during business hours and are responsible for obtaining and paying all permitting fees. No specific contract award values or budget ranges are disclosed in the procurement documents, as individual project quotes and work will be requested on an as-needed basis from the qualified vendor pool.
