About this file
This is a Subcontractor Utilization Plan form issued by the City of St. Petersburg, Florida, as part of a Request for Qualifications for the furnishing, delivery, installation, servicing, and maintenance of outdoor playgrounds, fitness equipment, water play equipment, and shade structures. Proposers must submit a single PDF Statement of Qualifications limited to 30 pages through the OpenGov Procurement portal by April 28, 2026, at 3:00 p.m., with written questions due by April 13, 2026. The procurement is designed to establish multiple as-needed vendor contracts, with the primary user departments being Parks and Recreation and the Pier, though agreements may be utilized city-wide. Qualified vendors must demonstrate a minimum of three years of experience providing the specified products and services and possess the ability to obtain required insurance coverage. The initial contract term is three years from execution, with the City retaining the right to renew under the same terms and conditions for two additional one-year periods if mutually agreed upon in writing.
The Subcontractor Utilization Plan requires proposers to demonstrate intent to engage small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) located in the Tampa Bay Region, including efforts in outreach, education, mentorship, and process changes designed to increase diverse business participation. Proposers must complete the plan by indicating anticipated percentages of contract amounts and listing specific subcontractors in each business enterprise category. Notably, small/veteran/minority/women business enterprise participation goals are voluntary, and proposers will not be considered non-responsive if the Subcontractor Utilization Plan shows zero diverse business participation. No minimum level of participation is required as a condition for receiving a contract award, though the City encourages proactive engagement with diverse business enterprises. The procurement does not contain set-aside designations for disadvantaged enterprises.
