About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to a Request for Qualifications for outdoor playgrounds, fitness equipment, water play equipment, and shade structures. The City is establishing multiple as-needed vendor contracts for furnishing, delivery, installation, servicing, and maintenance of these products, with primary users being Parks and Recreation and the Pier departments. Proposers must submit a single PDF Statement of Qualifications limited to 30 pages by April 28, 2026, at 3:00 p.m. through the OpenGov Procurement portal, with written questions due by April 13, 2026. Vendors must demonstrate a minimum of three years of experience and provide five reference projects completed within ten years, detailed key personnel information, comprehensive product information, lead times, maintenance and service offerings with labor rates, and warranty coverage details. The initial contract term is three years from execution, with the City reserving the right to renew for two additional one-year periods if mutually agreed upon in writing. Individual project quotes and work will be requested on an as-needed basis.

The Subcontractor Utilization Plan requires proposers to document their intent and efforts to engage small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) located in the Tampa Bay Region, including outreach, education, mentorship, and process improvements to increase diverse business participation. Participation goals are voluntary, and proposers will not be considered non-responsive for zero diverse business participation; however, the City strongly encourages proactive engagement. No minimum participation thresholds or set-asides for disadvantaged enterprises are mandated. The evaluation criteria are weighted as follows: qualifications and experience (35 points), project approach and key strengths (50 points), and Business Enterprise Program outreach and utilization (15 points). All proposers must comply with Florida corporate registration requirements, provide valid contractor licensing, and maintain commercial general liability insurance of at least one million dollars per occurrence and two million dollars aggregate. No specific contract award values or budget ranges are disclosed in the procurement documents.
