About this file

This is a Statement of Qualifications (SOQ) Submittal Requirements document issued by the City of St. Petersburg Procurement & Supply Management Department for the furnishing, delivery, installation, servicing, and maintenance of outdoor playgrounds, fitness equipment, water play equipment, and shade structures. Vendors must submit a single PDF SOQ limited to 30 pages (exclusive of cover pages and section dividers) by April 28, 2026, at 3:00 p.m. through the OpenGov Procurement portal, with written questions due by April 13, 2026. The contract term is three years from execution, with the City reserving the right to renew under the same terms and conditions for two additional one-year periods if mutually agreed upon in writing. Individual project quotes and work will be requested on an as-needed basis from qualified vendors, with the City proceeding with the lowest responsive quote from an available vendor.

Proposers must demonstrate a minimum of three years of experience providing the specified products and services and must possess the ability to obtain required insurance coverage, including commercial general liability insurance of at least one million dollars per occurrence and two million dollars aggregate. The SOQ evaluation criteria are weighted as follows: qualifications and experience of the firm and staff (35 points), project approach and key strengths (50 points), and Business Enterprise Program outreach and utilization (15 points). Vendors must provide five reference projects completed within ten years, detailed key personnel information with project managers requiring a minimum of five years of applicable experience, comprehensive product information across all service categories, lead times and manufacturing schedules, maintenance and service offerings with labor rates, and warranty coverage details. The procurement encourages proactive engagement with small business enterprises, women business enterprises, veteran-owned businesses, and minority business enterprises located in the Tampa Bay Region, requiring proposers to complete a Subcontractor Utilization Plan form demonstrating outreach, education, and mentorship initiatives, though meeting participation thresholds is voluntary and not required for responsiveness or contract award consideration. No specific contract award values or budget ranges are disclosed, as work will be requested on an as-needed basis.
