About this file

This is a Subcontractor Utilization Plan form submitted by proposers to the City of St. Petersburg, Florida, for the establishment of multiple as-needed vendor contracts to furnish, deliver, install, service, and maintain outdoor playgrounds, fitness equipment, water play equipment, and shade structures. The Request for Qualifications (RFQ) requires submission of a single PDF Statement of Qualifications limited to 30 pages through the OpenGov Procurement portal by April 28, 2026, at 3:00 p.m., with written questions due by April 13, 2026. Qualified vendors must demonstrate a minimum of three years of experience providing the specified products and services. The initial contract term is three years from execution, with the City reserving the right to renew under the same terms and conditions for two additional one-year periods if mutually agreed upon in writing. Individual project quotes and work will be requested on an as-needed basis, with the City proceeding with the lowest responsive quote from an available vendor.

The Subcontractor Utilization Plan is a voluntary form requiring proposers to demonstrate intent to use small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) located in the Tampa Bay Region, and to describe outreach, education, mentorship, and process improvement efforts designed to increase participation by these diverse business categories. No minimum level of diverse business participation is required as a condition for contract award, and proposers will not be considered non-responsive if they indicate zero small/veteran/diverse business participation. The procurement contains no set-aside designations for disadvantaged enterprises; however, the City strongly encourages proactive engagement with diverse business enterprises. All proposers must comply with Florida corporate registration requirements and provide proof of valid contractor licensing, commercial general liability insurance of at least one million dollars per occurrence and two million dollars aggregate, and pass Level 2 background screening for work at Parks and Recreation facilities. No specific contract award values or budget ranges are disclosed, as individual project work will be requested on an as-needed basis from the qualified vendor pool.
