About this opportunity
The State of Tennessee Department of Environment & Conservation, through the Central Procurement Office, is soliciting bids for a one-time playground installation project at Harrison Bay State Park in Hamilton County. The project encompasses furnishing all materials, equipment, supplies, and labor necessary to install a commercial playground system, including site preparation with topsoil removal and gravel base installation, a composite multi-level triple tower structure, an eight-seat swing frame with one additional pendulum swing frame, an ADA-compliant full ramp system, ancillary play components including stepping pods and carousel equipment, approximately 344 linear feet of twelve-inch plastic playground border, and approximately 5,887 square feet of engineered wood fiber surfacing at twelve-inch compacted depth. The playground configuration is based on a Kompan design per Site Plan K1.0 dated January 19, 2025, with equivalent products permitted if pre-approved by Facilities Management prior to award. Qualified respondents must possess active Tennessee Building Contractor licenses (BC-b sm, BC-B, or BC-C specialty license for playground installation), with all subcontractors similarly licensed prior to bid submission and throughout project execution. All work must be completed between contract receipt and December 1, 2026, and must comply with state-approved versions of the International Building Code, ASTM standards (F1487, F2075, F1292, F1951), CPSC Public Playground Safety Handbook standards, and ADA accessibility requirements. Key deadlines include a pre-response conference scheduled for Tuesday, April 28, 2026, at 11:00 AM EST (10:00 AM CST) at Harrison Bay State Park (attendance encouraged but not mandatory), written questions and comments due by 2:00 PM CST on April 30, 2026, and bid submission due on May 14, 2026, at 2:00 PM CDT, with equipment delivery required by May 9, 2026. The contract will be awarded on a lowest cost basis to a single responsive and responsible bidder.
The solicitation contains no specific set-aside designations for disadvantaged enterprises or restrictions on organizational types; however, respondents must comply with multiple compliance certifications including proof of sales and use tax registration or exemption documentation, Tennessee Department of Revenue registration, proof of nondiscrimination, attestation regarding illegal immigrant usage, Iran Divestment Act and Israel Boycott Act compliance, proof of workers' compensation insurance, and commercial general liability insurance with minimum limits of one million dollars per occurrence and two million dollars aggregate. Respondents must be registered with the State of Tennessee Supplier Portal prior to contract issuance and affirm they are not debarred, suspended, or excluded from covered transactions. No incumbent vendors or current contractors are identified in the solicitation documents. The contractor is responsible for all delivery costs on an F.O.B. destination basis and must maintain a payment bond equal to twenty-five percent (25%) of the maximum liability amount. The estimated maximum liability for this contract is expected to exceed Three Hundred Thousand Dollars ($300,000), with the State exempt from local, state, and federal excise taxes that shall not be included in respondent pricing. All goods and services are subject to inspection and acceptance by the State with a thirty-day acceptance period following delivery, and contractors must provide a warranty of not less than one year from final inspection, with materials warranted per manufacturer specifications.
