Site Plan Summary for Harrison Bay State Park Playground Installation

This is a site plan document for the State of Tennessee Department of Environment & Conservation's playground installation project at Harrison Bay State Park in Hamilton County. The project requires the furnishing and installation of a commercial playground system designed according to Kompan specifications (Site Plan K1.0 dated January 19, 2025), which includes site preparation with topsoil removal and gravel base installation, a composite multi-level triple tower structure, an eight-seat swing frame with one additional pendulum swing frame, an ADA-compliant full ramp system, ancillary play components including stepping pods and carousel equipment, approximately 344 linear feet of twelve-inch plastic playground border, and approximately 5,887 square feet of engineered wood fiber surfacing at twelve-inch compacted depth. A pre-response conference is scheduled for Tuesday, April 28, 2026, at 11:00 AM EST (10:00 AM CST) at Harrison Bay State Park, with attendance encouraged but not mandatory. Written questions and comments are due by 2:00 PM CST on April 30, 2026, and bid submission is due on May 14, 2026, at 2:00 PM CDT. Equipment delivery is required by May 9, 2026. All work must be completed between contract receipt and December 1, 2026.

Qualified respondents must possess active Tennessee Building Contractor licenses (BC-b sm, BC-B, or BC-C specialty license for playground installation), with all subcontractors similarly licensed. The contract will be awarded on a lowest cost basis to a single responsive and responsible bidder, with an estimated maximum liability exceeding Three Hundred Thousand Dollars ($300,000). Contractors must maintain a payment bond equal to twenty-five percent (25%) of the maximum liability amount and provide commercial general liability insurance with minimum limits of one million dollars per occurrence and two million dollars aggregate. All work must comply with state-approved versions of the International Building Code, ASTM standards (F1487, F2075, F1292, F1951), CPSC Public Playground Safety Handbook standards, and ADA accessibility requirements. The contractor is responsible for all delivery costs on an F.O.B. destination basis and must provide a warranty of not less than one year from final inspection, with materials warranted per manufacturer specifications. The State is exempt from local, state, and federal excise taxes, which shall not be included in respondent pricing.
