About this file

This is Amendment #1 to Invitation to Bid (ITB) #32701-13877 issued by the State of Tennessee Department of Environment and Conservation for playground installation at Harrison Bay State Park. The amendment updates the ITB schedule and provides clarifications to bidder inquiries. The project requires furnishing all materials, equipment, supplies, and labor to install a commercial playground system suitable for ages 5 to 12, including site preparation, a composite multi-level triple tower structure, eight-seat swing frame with pendulum swing, ADA-compliant ramp system, ancillary play components, approximately 344 linear feet of twelve-inch plastic playground border, and approximately 5,887 square feet of engineered wood fiber surfacing. The pre-response conference is scheduled for April 28, 2026, at 10:00 AM CT, with questions and comments due by 2:00 PM CT on April 30, 2026, and bids due on May 14, 2026, at 2:00 PM CT. Work must commence after contract award and be completed by December 1, 2026. The contract will be awarded to the lowest responsive and responsible bidder.

The amendment clarifies that approved equal alternates from playground manufacturers are acceptable, prevailing wages are not required, no existing equipment removal is necessary, and respondents may submit only one design proposal. The payment bond requirement is 25 percent of total maximum liability and is not required to be included within the $300,000 project budget. Equipment delivery is required by May 9, 2026, on an F.O.B. destination basis, with all delivery costs the responsibility of the contractor. The state is exempt from local, state, and federal excise taxes, which shall not be included in respondent pricing. Contractors must possess active Tennessee Building Contractor licenses (BC-b sm, BC-B, or BC-C specialty license for playground installation), provide proof of workers' compensation insurance and commercial general liability insurance with minimum limits of one million dollars per occurrence and two million dollars aggregate, and comply with multiple compliance certifications and standards including ASTM, CPSC, and ADA accessibility requirements.
