About this opportunity

Hillsborough County Public Schools (HCPS) is pursuing a single/sole source procurement for Panorama Education's platform to measure life skills, conduct staff, teacher, and family feedback surveys. The procurement covers a platform that provides research-backed survey instruments for grades K-12, available in nine languages, with comprehensive reporting capabilities. The platform offers real-time response tracking, multi-language survey administration, role-based data permissions, demographic data disaggregation, and professional development support. The procurement period runs from February 21, 2025, to March 7, 2025, with a seven-business-day window for potential vendors to demonstrate equivalent service capabilities. Key objectives include consolidating survey reporting, collecting stakeholder perception data, and aligning feedback with district strategic planning. Evaluation will focus on providers' ability to match Panorama Education's unique, holistic approach to understanding life skills and stakeholder feedback across district, school, classroom, and student levels.

The procurement does not explicitly outline specific set-aside designations or restrictions for respondents. Panorama Education is positioned as the sole source vendor, currently serving fifteen million students across over 1,500 school districts nationwide. The platform provides national benchmarking, peer comparisons, and the ability to align survey topics across stakeholder groups. While no specific budget range is disclosed, the procurement suggests a comprehensive, multi-year engagement with potential annual renewal. The school district will submit a recommendation to the School Board requesting approval to waive the standard solicitation process and proceed with the single/sole source purchase. Any decisions concerning multiple-year sole sourcing will be valid for one year after School Board approval and must be re-posted and validated before each renewal period.
