About this file
This is a Notice of Intent to Purchase Single/Sole Source document from Hillsborough County Public Schools (HCPS) Procurement Services Department for Panorama Education, Inc. The document outlines HCPS's intent to procure a proprietary platform for measuring Life Skills, staff, teacher, and family feedback surveys from February 21, 2025, to March 7, 2025. The sole source procurement will utilize Panorama Education's unique survey platform that provides research-backed instruments across grades K-12, with surveys available in nine languages and comprehensive reporting capabilities. The notice allows a seven-business-day period for potential vendors to demonstrate they can provide equivalent services, after which HCPS may proceed with awarding the contract to Panorama Education.
The proposed procurement includes extensive functionality such as real-time response tracking, multi-language survey administration, role-based data permissions, demographic data disaggregation, and professional development support. Panorama Education claims to be the only provider offering a holistic, customizable approach to understanding Life Skills and stakeholder feedback across district, school, classroom, and student levels. The platform supports fifteen million students annually across over 1,500 school districts and offers features like national benchmarking, peer comparisons, and the ability to align survey topics across stakeholder groups. The school district aims to use this platform to consolidate survey reporting, collect stakeholder perception data, and align it with the district's strategic planning objectives.

To whom it may concern:
I am an authorized representative of Panorama Education, Inc., and I am writing to affirm that Panorama is the sole source supplier of its proprietary platform for measuring Life Skills, as well as teacher, staff, and family feedback, and providing educators with actionable data and resources to proactively address and improve student outcomes in school.
Introduction. Panorama’s unique product includes research-backed, proprietary Life Skills for students and teachers, optional content focused on well-being, secure online survey administration functionality, interactive online and paper reports, and the Playbook resource library for educators. Panorama’s services include implementation support, customer service, and professional development for teachers, school leaders, and district leaders.
Panorama also includes research-backed proprietary feedback surveys for teachers, staff, and families, a secure online survey administration functionality, interactive online reports, and the Playbook resource library for educators. District leaders, school leaders, and all educators (as chosen and decided on by the specifications of the HCPS project team) can view and act on data that represents a 360-degree view of all stakeholders- students, staff, teachers, and families- in one central place. This enhances HCPS educators’ current workflows within Panorama.
Panorama currently supports fifteen million students annually across more than 1,500 school districts nationwide. We proudly serve as a thought partner and de facto provider for student survey programs with a focus on Life Skills, school climate, MTSS, and college and career readiness, as well as staff, teacher, and family feedback surveys. Panorama is the sole provider of such programs for the following reasons:
1. Panorama’s proprietary Life Skills product is the only tool for gauging students’ Life Skills development that is research-backed, includes valid and reliable measures from students and teachers, has been used at scale, and is available across grades K-12.
2. Panorama’s Life Skills surveys are translated into 9 different languages, including Spanish, Haitian Creole, Portuguese, and Vietnamese, and can be administered online, via mobile devices or tablets, and on paper. Such flexible administration options allow for maximum response rates and representative data.
3. No other platform provides the same comprehensive reporting capabilities across district-, school-, and student-level Life Skills data. Tools such as role-based permissions, national and peer benchmarks, disaggregation by groups (including demographic groups and other groupings of stakeholders), [and free-response analytics] are unique to Panorama’s Life Skills product.

4. Central to Hillsborough County Public Schools’ vision for this program is the opportunity to combine school climate perceptions from various stakeholders into one program. Panorama is the only provider able to offer one integrated school improvement solution across student, family, and staff needs. (While Hillsborough County Public Schools could meet some of their needs by selecting a patchwork of vendors, such an approach would leave many of their key needs unmet, and a patchwork of projects, rather than a unified initiative, would lessen the impact of this program on student outcomes.)
