About this opportunity

The City of Phoenix Aviation Department is seeking sealed offers for plastic signage materials through Request for Quotation RFQ-26-0143, establishing a five-year contract commencing on or about April 1, 2026. The procurement covers 21 line items of plastic materials including polycarbonate, PVC, engravable plastics, foam board, acrylic, aluminum composite material, styrene, rigid vinyl, and gator board, with estimated annual quantities ranging from 2 to 1,100 units. Minimum qualifications require offerors to have operated for at least three consecutive years providing plastic signage materials and to assign a service representative with two years of industry experience available 24/7. Vendors must offer a one-year warranty covering workmanship and materials defects and provide delivery within seven calendar days of purchase order receipt. The solicitation emphasizes Disadvantaged Business Enterprise (DBE) and Small Business Participation, requiring contractors to identify and engage DBE-certified suppliers and demonstrate good faith efforts in promoting small business participation. Contractors must submit an initial DBE Participation Plan within 30 calendar days of contract award and track monthly participation through the City's Certification and Compliance System. The contract includes provisions for compliance with federal regulations including Title VI of the Civil Rights Act, Americans with Disabilities Act, and FAA nondiscrimination statutes. Contractors must adhere to prompt payment requirements, with payments to subcontractors mandated within seven days of receipt, and must comply with E-Verify verification and Arizona legal worker requirements. While specific award value is not detailed, the five-year contract allows for annual price adjustments with 60 days' written notice, and vendors may charge a cut fee for modifying standard plastic materials. The solicitation includes provisions for potential contract termination and requires comprehensive documentation of DBE and small business participation throughout the contract term.
