About this opportunity
The City of Phoenix Aviation Department is soliciting sealed offers under Invitation for Bid 27-0420 for maintenance, repair, replacement, and support of low-voltage systems at Phoenix Sky Harbor, Deer Valley, and Goodyear airports. A non-mandatory, virtual-only pre-offer conference is set for November 18, 2026, and offers are due December 18, 2026 at 11:00 a.m. Offerors must hold a current C67 or CR67 low-voltage systems license from the Arizona Registrar of Contractors and demonstrate at least three years of continuous low-voltage service within the five years preceding the bid.
Attached DBE-N forms from the Phoenix Public Transit Department reference a Small Business Participation Plan under 49 CFR Part 26. Contractors must demonstrate good-faith small business outreach, report sub-tier small business participation monthly, and submit annually through the city's compliance system. Any change to committed small business participation requires Compliance Section approval before modification.
Scope covers fire alarm and life safety systems, access control, security and intrusion detection, structured cabling, fiber and copper infrastructure, and related low-voltage control systems. The contractor furnishes all labor, materials, equipment, and tools, plus installation, configuration, testing, documentation, and technical support. Response standards are on-site within three to five business days for scheduled work, within 24 hours for urgent security or access issues, and within four hours for emergency life-safety issues. The contractor must assign a primary service representative with at least five years of experience and maintain a 24/7 year-round point of contact. Parts and repair work carry a one-year warranty from City acceptance.
Pricing is per-unit, hourly, or service-based, with labor billed in 15-minute increments, and all prices must include travel and per diem. Payment is expected within 30 to 45 calendar days of invoice receipt.
The term is five years commencing on or about April 1, 2027, or upon the effective date after final signature and recording by the City Clerk, whichever is later, with no options to extend. The City may award to the lowest responsive and responsible offeror or make multiple awards. Supplemental airport terms effective April 29, 2026 bind the contractor and subcontractors to immigration verification under the Immigration Reform and Control Act and Arizona statutes, heat safety plans for outdoor workers, a prohibition on AIP-funded covered unmanned aircraft systems, and equal employment opportunity requirements under Phoenix City Code Chapter 18, Article V. Construction requires 14 CFR Part 77 notification, and the contract is subordinate to FAA requirements. Personnel receiving sensitive security information must sign an acknowledgement under 49 CFR Parts 15 and 1520. Written questions are due November 23, 2026.
