About this opportunity
Dallas Independent School District is requesting proposals for Planning, Zoning and Permitting Services on a district-wide, as-needed basis under RFP #250339, with proposals due August 13, 2026. The procurement is issued under Title 2 of the Code of Federal Regulations Part 200 and may be funded through local, state, federal, and grant-funded programs; all vendors, including sole-source providers, are encouraged to participate.
The scope encompasses nine service categories: zoning approvals and special use permits; subdivision applications and platting; permit expediting and negotiation; final inspections and certificates of occupancy; traffic impact analyses; traffic management plans for school development; easement creation, relocation, and abandonment; traffic signage and school zone modifications; and supplemental services including land use studies, feasibility studies, board of adjustment cases, and variances. Work is performed district-wide upon issuance of purchase orders. Deliverables include complete application packages, public meeting materials, status reports, approval documentation, plat documents, permit tracking reports, inspection documentation, and agency-approved plans.
The contract term is three years with two successive one-year renewal options, not to exceed five years total. Pricing is structured as lump-sum fees by service category with milestone-based payments; vendors submit specific fee amounts for each service in their proposals.
Evaluation is based on best-value criteria including purchase price, vendor reputation and quality, alignment with district needs, past relationship with the district, and impact on Small Business Enterprise (SBE) participation. Dallas ISD has an aspirational SBE goal of 30 percent of total contract value; the SBE evaluation component carries up to 20 points across five criteria: SBE capacity building (up to 3 points), SBE references (up to 2 points), certified SBE participation (up to 5 points), subcontractor utilization (up to 5 points), and detailed SBE participation plan (up to 5 points). Award is not based on low price alone; the District reserves the right to award to single or multiple vendors or make no award.
Submissions are electronic via the Bonfire portal at https://dallasisd.bonfirehub.com. Required submissions include completed Form 1295 (Certificate of Interested Parties) filed through the Texas Ethics Commission; W-9; Conflict of Interest Questionnaire disclosing conflicts with named Dallas ISD officers and trustees; and SBE Compliance Forms with notarized signatures. Pricing must remain firm for 120 days from receipt/opening. General Liability ($1 million per occurrence / $2 million aggregate), Workers' Compensation with statutory limits, and Automobile Liability ($250,000 per person / $500,000 per accident) insurance are required. The District may terminate with 30 days' written notice for convenience or immediately for non-appropriation. Either party must provide 90 days' written notice if renewal is not intended.
