About this file

This Scope of Work document outlines professional planning, zoning, and permitting services for Dallas Independent School District (Dallas ISD) in Texas. The contract is structured as a three-year agreement with two optional one-year extensions, allowing for a maximum five-year term. The District requires services on an "as needed" basis for district-wide use, and the successful firm must perform work only upon issuance of a purchase order. The scope encompasses nine primary service categories: zoning approvals and special use permits; subdivision applications and platting; permit expediting and negotiation; final inspections and certificates of occupancy; traffic impact analyses when required by jurisdictions; traffic management plans for school development projects; easement creation, relocation, and abandonment services; traffic signage and school zone modifications; and additional services including land use studies, feasibility studies, board of adjustment cases, variances, and authorized political representation.

The contract applies to projects funded through local, state, federal, and grant-funded programs, and the procurement follows Title 2 of the Code of Federal Regulations Part 200 requirements. Deliverables specified across service categories include complete application packages, public meeting materials, status reports, approval documentation, plat documents, permit tracking reports, inspection documentation, traffic impact analysis reports, traffic management plans, and agency-approved signage plans. The District encourages all vendors to participate, including sole source providers. Either party must provide ninety days' written notice if they do not intend to renew the contract upon expiration of the current term. No specific pricing terms, budget amounts, or incumbent information are provided in the scope of work document.
