About this opportunity
The County of Orange, Registrar of Voters, is soliciting competitive bids for Plain, Printed, and Custom Envelopes through Invitation for Bid (IFB) #031-3058202-CM. This is a fully electronic solicitation requiring all bid submissions through the County's eProcurement Portal by May 11, 2026, at 4:00 PM, with a 365-day bid validity period. The procurement encompasses 102 line items covering a comprehensive range of envelope products and services, including standard stock envelopes (sizes #4, #9, #10, #11), coin envelopes, booklet envelopes (6" x 9" and 10" x 13"), catalog envelopes (9" x 12" and 12" x 15"), and specialty envelopes with windows and closures. The contract also includes custom printing services with various ink colors and imprinting options such as return addresses, mailing addresses, permits, colored ink, clasps, string and buttons, perforation, and inside tinting. Bidders must provide tiered pricing based on order quantities ranging from 1,000 units to 2,000,000 units on a per-thousand (M) basis, with all prices quoted on a Free on Board (FOB) Destination basis. Minimum qualifications require bidders to possess all required federal, state, and local permits; demonstrate a minimum of three years of business experience providing the requested goods or services; maintain adequate equipment and personnel; provide current SAM.gov confirmation with no active exclusions, valid UEI and D-U-N-S numbers, California Secretary of State registration, and DOJ RCT registration; and furnish three professional references covering similar services within the past five years. Award will be made to the lowest responsive, responsible bidder, with the contract commencing upon execution and continuing for one calendar year with options to renew for four additional one-year terms by mutual written agreement.
The County offers a five percent (5%) preference deduction for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) vendors during bid evaluation; if the lowest bidder qualifies for this preference, the contract is awarded at their original bid price, not the reduced preference price. No set-asides restricting bidding to specific enterprise categories are indicated; however, certified small business and disabled veteran enterprise designations provide competitive advantages. The contract requires all pricing to be firm and inclusive of overhead, labor, transportation, fuel surcharges, mileage, storage, and all other necessary costs, with no price increases permitted during the first year; documented cost increases may be considered thereafter with thirty days' advance written notice. The contractor must provide a performance bond and labor and material payment bond equal to the estimated contract amount, maintain Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation coverage at statutory limits. The contractor must establish a dedicated account manager available during regular business hours (8:00 a.m. to 5:00 p.m. Pacific Time), provide emergency twenty-four-hour access contact, and deliver orders within an average of ten business days, with payment due net thirty days after invoice receipt in arrears. The specific award value or budget range is not disclosed in the solicitation materials; however, the usage-based contract structure with no guaranteed minimum quantities suggests flexible budgeting aligned with actual County demand.
